We are currently seeking a Project VPM Manager (Vendor Process Management) to join our team based in Houston, TX.
About the Job
- This position is responsible for supporting the on-time (expediting) and on-specification (inspection/quality) delivery of equipment and/or material ordered for TEN projects. To accomplish this the Project VPM Manager will utilize the VPM organization (team), processes, and systems to manage supplier purchase orders.
- The VPM function, accountable to the Global Sourcing and Procurement organization, is a key role supporting TEN project delivery.
- The Project VPM Manager will work on projects as a dedicated resource leading other VPM resources within the project procurement team.
- This supervisory position will generally have responsibility for coordinating VPM coordinators that manage Low/Medium/High criticality purchase orders (e.g. Inspection Level 1/2/3/4 | Expediting Level A/B/C/D) on medium to large projects (up to $1B materials) as well as being a technical referent for the department. The VPM PM will provide/perform the activities covered hereafter.
Job Scope:
- Coordinate and have accountability for assigned VPM Coordinators (level I, II, or III) work product by assigning and monitoring their purchase order assignments
- Review/analyze the schedule information provided by assigned suppliers and provide relevant feedback concerning delivery ability to the Head of VPM Organization, or Project Procurement Manager, as relevant.
- Monitors PO execution; with particular emphasis on critical path or complicated orders
- Regularly update status of orders in material tracking tools
- TEN projects = Hexagon Smart Materials
- JV projects = various
- Coordinate inspection activities (what/when) with the supplier and TEN contracted 3rd party inspection agencies in accordance with the ITP (Inspection and Test Plan)
- Conduct on-site expediting visits, to regional suppliers when assigned by VPM Project Manager
- Coordinate 3rd party expediting resources for regional and/or international suppliers as relevant
- Track / manage assigned 3rd party resources inspection/expediting budget (hours)
- Analyze and provide feedback, set-up systems/tools, reports using key deliverables (e.g. Pre-inspection meeting report, Pre-fabrication meeting report, expediting report(s), inspection report(s), Inspection Release Note, fabrication schedules
- Produce, distribute, and follow-up on relevant reports
- Maintain organized and accurate records for own scope utilizing assigned tools (e.g. Document Management Systems, Material Management Systems)
- Search for, identify, and immediately report supplier fabrication schedule impacts using the correct tools, processes, and communication channels for own orders. Impacts may be resultant of but not limited to the following:
- Documentation submittal (supplier to TEN)
- Documentation return (TEN to supplier)
- Sub-suppliers performance
- Material deliveries, etc
- Search for, identify, and immediately report supplier fabrication quality impacts using the correct tools, processes, and communication channels for own orders
- Initiate and follow-up on quality issues in applicable tools (e.g. Intelex) and follow-up with relevant stakeholders (e.g. VPM management, QAQC,..)
- Search for, identify, agree, and coordinates schedule mitigation strategies with supplier, VPM Project Manager and Project Management team while following the implementation through resolution.
- Support close-out activities on purchase orders (e.g. back charges, liquidated damages) and the project (KPIs, metrics, lessons learned)
- Contribute to the PDCA (Plan, Do, Check, Act) continuous improvement initiatives with respect to procedures, guidelines, systems, training
- Contributes to the supplier and 3rd party agencies performance evaluations covering schedule, quality (Non-conformity), Environmental Social Governance metrics (i.e. ESG)
- Approve timesheets of seconded personnel
- Participate in annual performance reviews of seconded personnel

About You

Minimum:
- Bachelors degree (supply chain, engineering, business administration, quality) or equivalent offsetting inspection/expediting domain experience
- Experience working in a multi-cultural, multi-generational, team-orientated, collaborative environment.
- Experience motivating, leading and coordinating 2-10 personnel
- Experience with project materials value >$200mn <$1bn
- Available to work flexible hours (when warranted) to coordinate suppliers, agencies, or other TEN offices that may be located internationally
- Proficient with MS Excel, MSWord, virtual meeting platforms
- Excellent interpersonal and communication skills
- Available to travel regionally/internationally (if/as warranted)
- English language (spoken | written)
- Knowledge of scheduling and milestone tracking
Nice to have:
- PMP or CAPM certification
- Six Sigma Green Belt Certification/training
- Knowledge of (Engineering, Procurement, Construction) EPC, or fabrication information lifecycles acquired through direct experience
- (6) (10) years experience managing suppliers, subcontractors, or similar interaction with expediting activities
- Other language proficiency (spoken | written)
