We are currently seeking a Project Procurement Manager, reporting directly to GS&P Americas Director to join our Procurement team based in Ensenada, Baja California, Mexico.

About the opportunity we offer:

Manages all the procurement activities in the assigned project, duly supported by GSP members that remains responsible for the good & timely performance of
their respective scope in line with PPM directives.

MAIN ACCOUNTABILITIES
  • Coordination and synchronization of all procurement activities performed by the Procurement Department for the Project
  • Analysis and the comments of the Project Master Vendor List.
  • Preparation (with the procurement Discipline Manager) of the Project Vendor List, on the basis of the contractual Vendor List and Company approved VL.
  • Supervision and harmonization of all the activities among the assigned Buyers, Expediter Coordinator(s) and Shipping Coordinator(s).
  • Strict implementation of all the Project policies, procedures and schedules and all other guidelines defined by the Contract and by the PM in Procurement Department activities.
  • Monitoring of all the phases related to the call for bids.
  • Ensuring that the formal order is forwarded to the selected Vendor.
  • Notification of the unsuccessful Bidders.
  • Obtaining from the selected Vendors the Purchase Order signed for acceptance including relevant attachments.
  • Collection, consolidation, verification and validation of all reports on Project procurement status (MR Status, Detailed Procurement Schedule for each section, Payment Schedule, ...).
  • Optimization of the productivity of Procurement services (home office manhours).
  • Full compliance to the approval process for all key procurement deliverables.
  • Definition of the policy to be followed for spare parts procurement.
  • Control of the proper respect of Procurement Procedures.
  • Preparation and updates of the list of pending matters with Vendors, from which order modifications can be originated.
  • Coordination of all activities concerning penalty/LD notification and negotiations and back-charge negotiation.
  • Monitoring of the Procurement-to-Pay process

  • Qualifications: Technical/Bachelor Economical
  • Languages: Fluent knowledge of English language
  • Experience: Managing the full procurement lifecycle for EPC LNG/Petrochemicals projects within a 100 Million EUR budget and of standard complexity.
  • Other: Availability to move to Job Construction sites and worldwide as needed.

  • Strong Coordination and Collaboration: The role requires constant interaction and alignment across the procurement team (buyers, expediters, shippers) and with other project stakeholders.
  • Excellent Communication (Written and Verbal): Clear and concise communication is crucial for interacting with vendors, internal teams, and management, especially for notifications, negotiations, and reporting.
  • Organizational and Time Management Skills: Managing multiple procurement activities, schedules, and reports demands exceptional organizational abilities and the capacity to prioritize effectively.
  • Attention to Detail: Accuracy is vital in managing vendor lists, bids, purchase orders, and reports to avoid errors and ensure compliance.
  • Problem-Solving and Analytical Skills: The role involves analyzing vendor lists, monitoring bid phases, and addressing pending matters and potential issues with vendors.
  • Negotiation Skills: This position requires the ability to negotiate terms, conditions, and potentially penalties or back-charges with vendors.
  • Leadership and Supervisory Skills: Overseeing and harmonizing the activities of assigned buyers, expediters, and shipping coordinators necessitates leadership and supervisory capabilities.
  • Adaptability and Flexibility: Projects can be dynamic, requiring the ability to adjust to changing circumstances and priorities.
  • Results-Oriented: The focus on optimizing productivity and ensuring timely completion of procurement phases points to the need for a results-driven individual.
  • Diplomacy and Interpersonal Skills: Effectively managing relationships with vendors and internal stakeholders often requires tact and strong interpersonal skills.
