'- Bachelor degree or HND/HNC or equivalent in Engineering preferred, or discipline specific qualification (Electrical, Mechanical Rotating, Mechanical Static, and Instrumentation).
- The ideal candidate applies professional production, engineering, construction, project management, operational management and project delivery principles, practices, and techniques to ensure Operational Readiness.
- Minimum of 15 years in Upstream Offshore Oil and Gas Facilities and specifically in areas of production, maintenance and asset integrity management, quality and technical assurance systems.
- Seasoned operations professional with at least 10 years on site experience in production/maintenance(OIM), project execution, field start-ups, and commissioning;
- Extensive involvement in Project/Facilities Engineering or Operations work;
- Experienced in implementing OR&A programs for an oil & gas Operator;
- Experienced in development of operations & technical integrity related documents/manuals/procedures/guidelines.
- Knowledge of and experience in “building” of CMMS, RBI and production systems.
Responsibilities
-Operations Readiness & Assurance Specific Tasks
- Responsible to ensure that all Operations deliverables are completed on time and oversees the assurance of operations readiness over the project phase through timely intervention of resource assignment, technical advice and development of associated Operation Documents
- Champion operability studies during design, pre-start-up and conduct operational review post start-up.
- Participate and contribute to value assurance reviews and audits exercises.
- Develop all requisite documentation, operational procedures (eg. Metering) required during operate phase.
- Develop Asset register and equipment hierarchy
- Develop PM tasks (based on RCM) and upload into CMMS.
- Identify & initiate purchase of tools & two-year spare parts.
- Package Special & commissioning tools handed over to Operations
- AIMS requirements including SCEs are identified, Performance Standards are developed and input to CMMS
- Set-up and populate Corrosion Risk Assessment(CRA) database
- Set-up the Operator Training Simulator together with DCS vendor
- Develop Facility Status Monitoring system.
- Develop Plant information (including ICS graphics) and Integrated Operations.
- Develop and implement Operations Management systems & processes.
- Develop offshore staff competency matrix and ensure staff meeting minimum competency and certification requirements.
- Ensure project documentation including Operating procedure manuals, as-built drawings and equipment drawings, operating envelop are developed and available for handover to asset.
- Develop, update & implement Production Ramp Plan.
- All software for DCS, SIS and other relevant system are available with backup copies provided.
- Identify & establish service and support contracts (including logistics).
- Procure Production chemicals & consumables to be on site before start up.
- Participate in FATs and SATs, pre-commissioning and commissioning activities, plant capacity & reliability testing.
- Contribute to development of maintenance reference plan and L4 Opex
Key Challenges
- Ability to identify, develop and resolve OR&A/ Project issues with the correct resource / expertise.
- Managing conflicting goals between stakeholders.
- Arrive at the optimum solutions to maximize business benefit
- Deliver all operations input to projects in accordance with the Project/ OR&A deliverables.
- Ensure maximizing of the business value in planning every activity over each phase of the asset life cycle.
Project Risk Assessment
- Co-ordinate to review project risk assessments specific to operational areas to ensure project meets overall Operations requirements.
HSE in Project
- Commitment to health, safety and protection of the environment by demonstrating safe work practices, schedule specific HSE related site visits, actively participate in safety meetings.
Training and Development
- Promote OR&A health, safety and environmental awareness through inductions, training, inspection and promotions.
- IPC / IDP to be managed for self.
