We currently have an opportunity within SPIE Oil & Gas Services Middle East LLC for a:
Procurement Officer
Your main duties will be to:-
Operational Procurement & logistic:
• Prepare and issue RFQs (Request for Quotations) to approved vendors based on project needs.
• Evaluate supplier quotations, ensuring compliance with technical and commercial requirements.
• Assist in bid tabulations and participate in supplier selection in coordination with Project teams.
• Raise purchase orders (POs), ensuring accuracy and timely approvals.
• In charge of international freight forwarding from supplier premises to site
• End-to-end follow-up and reporting of material status, from RFQ issuance to final delivery at site.
Vendor Management & Coordination:
• Liaise with vendors to ensure timely submission of documents (datasheets, drawings, inspection plans).
• Monitor supplier performance and escalate issues impacting project timelines.
• Maintain the approved vendor list (AVL) and support vendor qualification where needed.
Compliance & Documentation:
• Ensure procurement activities are conducted in accordance with company policies and client contractual requirements.
• Prepare and maintain procurement logs and reports for internal tracking
• Ensure completeness of procurement documentation for project close-out and handover.
Cross-functional Support:
• Work closely with Project management and Logistics personnel to ensure seamless delivery and documentation flow.
• Support technical compliance reviews in coordination with engineering teams.
• Participate in pre-bid and clarification meetings for tenders and pre-sales phases, as required.
Preferred Attributes:
• Experience working with EPC contractors in the middle east
• General understanding on Mechanical and E&I material, understanding of Commissioning equipment & tools is a plus.
• Exposure to pre-sales or tender support.
• Knowledge of local and international sourcing and freight forwarding practices
Profile
Ideally, you will have graduated with Bachelor's degree in Procurement, Engineering or Supply Chain with minimum 3-5 years' of experience in procurement within the oil & gas sector, sector, preferably in Middle East.
• Strong understanding of procurement & freight forwarding cycle, Incoterms, and contract basics.
• Familiarity with technical specifications is a plus.
• Proficiency in MS Office and ERP systems is required; IFS is a plus.
• Good communication and negotiation skills.
• Ability to work in a fast-paced, challenging and multi-project environment.
