Job Summary

This position assists in directing the city's natural gas utility operations.

Examples of Duties
Major Duties

  • Oversees and reviews daily scheduling and plans; directs and supervises the day-to-day activities of department employees; ensures compliance with federal, state, and local regulatory rules and ordinances.

  • Develops, designs, reviews, and implements new installation, maintenance, and inspection plans and programs.

  • Reviews and updates operational procedures.

  • Maintains inventory of equipment and supplies; issues equipment and supplies to work crews.

  • Assists in the development and management of the annual budget; monitors expenditures.

  • Completes a variety of required forms and reports.

  • Responds to customer and contractor complaints and concerns.

  • Responds to after-hours emergencies.

  • Performs related duties.

Knowledge Required by the Position

  • Knowledge of state and federal regulations governing natural gas systems.

  • Knowledge of the methods and practices involved in the locating, maintenance, and repair of natural gas pipelines, regulator stations, and cathodic protection systems.

  • Knowledge of national and state building and construction codes.

  • Knowledge of budget management principles.

  • Knowledge of personnel management principles.

  • Knowledge of relevant federal and state laws, city codes, and department policies and procedures.

  • Knowledge of computers and job-related software programs.

  • Skill in the operation of SCADA telemetry equipment.

Supplemental Information
Supervisory Controls
  • The Gas Director assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

Guidelines
  • Guidelines include the State of Georgia Code Title 46, the Code of Federal Regulations, the Natural Gas Fuel Code, city and county ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Complexity/Scope of Work

  • The work consists of varied administrative, supervisory, technical and management duties. The variety of tasks to be managed contributes to the complexity of the work.

  • The purpose of this position is to assist in directing the city's natural gas utility operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents.

Contacts

  • Contacts are typically with co-workers, elected and appointed officials, builders, developers, engineers, vendors, other utility providers, emergency responders, and the general public.

  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

Physical Demands/Work Environment

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee frequently lifts light and occasionally heavy objects, and utilizes the sense of smell.

  • The work is typically performed in an office, stockroom, warehouse, or outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.

Supervisory and Management Responsibility
  • This position has direct supervision over department personnel.

Minimum Qualifications

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

Health
  • Health insurance benefits become active on the 31st day of employment. Health benefits include major medical, dental, and vision. There are three options.
  • PPO - Options A & B with HRA (HRA is City funded through wellness program initiatives).
  • HDP with HSA (HSA is City funded through wellness initiatives and also voluntarily employee funded).
Retirement
  • Retirement plans are Defined Contribution (401a), and Deferred Compensation (457b).
    • The 401a (City makes a 4% contribution beginning on first pay period after hire date)
    • 457b (Employee contributions only)
  • If an employee contributes at least 4% into the 457b, which is voluntary, the City will make an additional 6% contribution into the 401a, totaling 10% into the employee's 401a.
  • Each contribution is a percentage of the employee's earnings for that pay period.
  • There is a graduated vesting schedule into the 401a plan.
    • One year - 20%
    • Two years - 40%
    • Three years - 60%
    • Four years - 80%
    • Five years - 100%
Protection
  • There is City paid short-term disability, long-term disability, accidental death & dismemberment (AD&D) and life insurance that pays two times the employee's annual salary. Employees can opt into supplemental life insurance for self, spouse and children and pay the premium.

  • Employees earn PTO in lieu of individual vacation and sick leave; PTO is earned as follows:
    • First year of service - 3.692 hours per pay period (Department Directors accrue PTO hours at a rate of 5.538 from first day and moving forward until after ten years of service).
    • 1-5 years of service - 5.538 hours per pay period
    • 5-10 years of service - 7.384 hours per pay period
    • 10-15 years of service - 9.230 hours per pay period
    • Over 15 years of service - 11.076 hours per pay period
  • Salaried employees are given 40 hours of Comp Vacation on January 1st of each year, that must be used by December 31st of that same year.
Pay Interval
  • Employees are paid on a bi-weekly basis; pay periods begin on Sunday and payday is every other Thursday. There is a mandatory direct deposit requirement.
Tuition Reimbursement
  • Tuition Reimbursement towards associate's, bachelor's or master's degrees, available to all full-time employees after one year of employment. (exclusions apply)
