Project Controls Leader
Overview Introduction This document explains the roles, responsibilities, competences, and knowledge & skills of the Turnaround Cost Leader
The Projects Control Leader manages, analyzes, and forecasts TA related costs throughout the life cycle of the Turnaround
Provide essential information to management Strategy Team and Steering Team during all phases of the turnaround.       Primary Responsibilities
 
  • Project Controls Leader is responsible for developing and monitoring schedule, cost, productivity and innovations. 
  • Develop procedures that are in place to accomplish a certain step in the flow chart, communication plans. 
  • Analyze the data inputs in all of these areas and provide recommendations to key decision makers in the TA Organization (i.e. TAMs, Steering Team, Strategy Leadership and others) to help ensure that the key TA metrics remain under control.
  • Develop tools for Electronic Time Tickets (ETT’s), Master Resource Plan (MRP’s), Service Entry Sheets (SES’s) and invoicing. 
  • Develop a singular dashboard that draws in all data for each phase of the TA (Pre-Work, Execution Work, Post Work).
    • Wrench Time Analysis
    • Worker and Asset Visibility
    • Gate Data
    • Productivity Factors - Earned vs. Billed, Earned vs. Promised Headcount (70% productivity), Earned vs. Scheduled, etc.
  • Lead Project Controls Meetings
  • Facilitate integrated schedule reviews
  • Perform schedule health checks and compliance
  • Develop and communicate schedule update requirements
  • Project Controls Leader will assume the responsibility of developing and setting up the organization that will support the Add-on/Change and the RFI processes. 
  • Train Contractors on:
    • Electronic time ticket completion
    • Master Resource Plan completion
    • Working with Cost side.  This includes finding templates, submitting ETTs, updating MRP, etc.
    • Expectations with WAV and WT
    • Overview of the dashboard that we will utilize and data available that we will share with them
