Job Title: Pipeline Operation Specialist

Location: Must be based in Jakarta
Job Overview:
The Pipeline Operation Specialist will be responsible for overseeing the operation engineering of the Gas Export and Carbon Capture and Storage (CCS) Pipelines. This includes developing design concepts, design criteria, and specifications, performing analysis and calculations, and ensuring compliance with government regulations, industry codes, and practices to meet COMPANY's scope of work (SoW) and Basis of Design (BoD) requirements. The role will involve contributing to operational integrity, safety, and reliability while working closely with cross-functional teams to support the successful delivery of the pipeline projects.
Key Responsibilities:
Design & Engineering Support: Develop design concepts, criteria, and specifications for pipeline operations, ensuring compliance with COMPANY's SoW and BoD.
Operational Excellence: Ensure that pipeline operations engineering meets high standards of technical integrity, reliability, and safety, aligning with project budget and schedule.
Compliance & Regulations: Perform analysis, calculations, and reviews to ensure adherence to relevant government regulations, industry codes, and best practices.
Operational Input: Provide operational expertise to the design process by contributing to engineering reviews, including PFDs, P&IDs, and constructability assessments, ensuring the safe and reliable operation of pipelines.
SIMOPS & Risk Management: Lead and manage SIMOPS (Simultaneous Operations), HAZOP, HAZAN, and other risk analysis techniques and methodologies to ensure operational safety and efficiency.
Asset Integrity & Operational Readiness: Resolve operational engineering issues, supporting asset integrity and ensuring operational readiness for commissioning, startup, and operation.
Operational Philosophy Development: Develop and review operation philosophies and manuals for Gas Export Pipelines (GEP) and CCS Pipelines.
Project Support: Provide technical input during all stages of the project, from FEED through to commissioning, supporting operational integration with other facilities like OLNG, FPSO, and SURF.
Pre-Commissioning & Commissioning Engineering: Contribute to the pre-commissioning and commissioning phases of large-bore, deep-water pipelines, ensuring seamless integration and operational readiness.
Required Qualifications and Experience:
Education: Bachelor of Science Degree in Chemical Engineering, Mechanical Engineering, or a related field. An advanced degree in engineering is preferred. Chartered Engineer status with a recognized engineering institution is ideal.
Experience:
Minimum of 20 years of experience in the oil and gas industry.
At least 15 years of experience in the operations engineering discipline.
A minimum of 10 years of experience as a Pipeline Operation Specialist for large diameter, long-distance gas export pipelines.
Core Experience:
Extensive experience in pipeline operations engineering, field operations, maintenance, and asset integrity, focusing on technical integrity and operational excellence.
Strong background in managing SIMOPS, HAZOP, HAZAN, and risk analysis techniques for pipeline operations.
Proven ability to provide operational inputs to engineering designs, including PFDs, P&IDs, and constructability reviews, with a focus on safe and efficient integration with other facilities.
Project Experience: Significant experience in FEED and EPC projects, particularly in pre-commissioning and commissioning engineering for large bore and deep-water pipelines.
Commissioning Expertise: Strong knowledge and hands-on experience in pre-commissioning and commissioning engineering processes, including project management, quality control, and delivery.
Skills and Competencies:
In-depth knowledge of pipeline operations engineering, safety regulations, and industry standards.
Proven leadership in operational readiness, commissioning, and startup processes.
Excellent problem-solving skills to resolve operational engineering issues and support asset integrity.
Strong understanding of risk management techniques, including HAZOP, HAZAN, and SIMOPS.
Ability to work collaboratively across teams, particularly with design, safety, and construction disciplines.
Exceptional communication skills, capable of interfacing with both internal and external stakeholders.
Expertise in developing operation philosophies and manuals specific to pipeline projects.
