Position Title: Manpower Planning and Recruitment Specialist

Reports to: Head of Manpower Planning and Recruitment

Department: Human Resources

Location: Doha

Job Purpose:

  • Support strategic and tactical workforce planning and recruitment.
  • Ensure cost-effective recruitment while adhering to labor laws and policies.
  • Attract competent employees to meet strategic objectives.

Key Responsibilities:

Strategy and Planning:

  • Develop and implement manpower planning and recruitment strategies.
  • Align manpower planning with company objectives.
  • Establish best practices and recommend improvements.

Manpower Analysis and Reporting:

  • Conduct analytical studies on manpower planning.
  • Review and recommend solutions for manpower issues.
  • Develop monthly manpower reports and weekly recruitment updates.

Succession Management:

  • Implement best practices in Succession Management.
  • Prepare and implement Succession Plans.
  • Conduct talent reviews to support successor development.

Internal Recruitment:

  • Source and facilitate internal candidates for vacant positions.
  • Manage workforce information updates in the SAP system.

Recruitment Process:

  • Create recruiting and interview plans.
  • Collaborate with line managers on recruitment timelines.
  • Organize participation in career/job fairs.
  • Administer internal vacancies portal and advertise vacancies.
  • Evaluate and negotiate with recruitment agencies.
  • Conduct candidate interviews and evaluations.
  • Prepare and issue job offers, negotiate with candidates, and conduct reference checks.

Budget and Cost Control:

  • Plan and control the recruitment budget.
  • Monitor expenditure and prepare reports.

System and Policy Management:

  • Maintain recruitment systems and databases.
  • Prepare and implement recruitment policies and procedures.
  • Identify opportunities for continuous improvement.

Nationalization:

  • Support the Nationalization initiative by developing national employees' capabilities.

Key Performance Indicators:

  • Effective manpower planning and tracking.
  • Succession and retirement plans in place.
  • Low vacancy rates and progress towards Nationalization goals.
  • Recruitment cost and time metrics.

Qualifications, Experience, & Skills:

Minimum Qualification:

  • Bachelor's Degree in Business, Administration, Human Resources, or relevant disciplines.
  • Recognized HR certification preferred.

Minimum Experience:

  • 5-7 years of relevant experience in Manpower Planning & Recruitment.
  • 2 years of experience in Oil & Gas preferred.
