Under the general supervision of the Marine Environmental Protection Division (MEPD) Supervising Mineral Resources Engineer, the incumbent performs difficult engineering work in regard to existing and new Marine Oil Terminals (MOTs) and other facilities located on or adjacent to State lands or waters, with a primary focus on enforcement of Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS) or California Building Code, Chapter 31F. Incumbent will use advanced technical expertise and evolved judgment to resolve complex engineering problems; take a lead role in correspondence and communications for engineering matters; broadly implement MEPD regulations and provide extensive engineering guidance to the regulated community; perform own engineering work and check that other engineering work is performed using sound engineering principles and practices; demonstrate an understanding of organizational goals and priorities, and fully comply with administrative policies, regulations and procedures when performing job operations.

Working Conditions
- This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the State Lands Commission policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.
- When not teleworking, primarily an indoor office setting located in Long Beach or Hercules.
- When in the office, work environment is mostly inside an office with artificial light and forced air temperature control.
- Daily use of a personal computer, software programs, and a telephone at a workstation, for prolonged periods.
- Daily use of fax, copiers, and general office equipment.
- Bend, stoop, and stand while performing some tasks. Transport materials or objects weighing up to 25 pounds.
- This work unit is subject to core business hours between 9:00 AM and 3:00 PM.

- Registered Professional Engineer with advanced engineering credentials.
- Advanced and multidisciplinary analytical, technical, and engineering skills and experience related to civil/structural, seismic, geotechnical, marine, electrical, mechanical, pipeline, fire protection, mooring, berthing, passing vessel, audits, inspections, process safety, risk and hazard assessment, and facility engineering in the petroleum and marine industries, including MOTs and LNG terminals.
- Ability to complete technical investigations, make sound engineering decisions as to the fitness-for-purpose of MOTs, and render recommendations requiring specific upgrades/rehabilitation for MOTs and marine facilities.
- Ability to present a rational case on whether a facility should remain operational.
- Ability to multi-task and work in a fast-paced office environment.
- Ability to communicate effectively, verbally and in writing.
- Ability to complete all projects on time, within budget, and within the required technical scope.
- Ability to coordinate, provide oversight to, and lead highly specialized engineers to enforce the MOTEMS and other technical standards.
