Context & Environment

Contract and Procurement (C&P) stakeholders are operating internally and externally for a large multi-energy project. This involves interactions with various internal and external stakeholders such as: Affiliate Management and departments, as well as Total Headquarters and other International Oil Companies; Projects partners; Iraqi Authorities and all Service Contractors and Material Suppliers.

Activities

Main accountabilities:

The Job holder will manage Service Purchases and Contracting process activities linked to business service activities of the whole Ratawi Hub Affiliate including the following.

Contract establishment processes

• Update the Procurement Plan in a timely manner.

• Contribute to reporting of Key Performance Indicators (KPI) for Contracts and Purchasing services.

• Proactively build and maintain relationships with Technical Entities (in Duet) to establish & maintain a highly effective service

• Prepare and conduct Duet/ Tripartite meetings to ensure efficiency

• Ensure that all insurance, tax, legal and compliance issues of company assets and personnel are dealt with

• Use existing Frame agreements and frame contracts and adjust them to the relevant context

• Identify best practices and submit it to C&P management.

• Participate to and promote activities, projects, actions launched for the improvement of the Supply Chain Process

• Report procurement activities and savings made.

Contract or Services Purchase Order (PO) award process

• Conduct the contract/services PO award process (End- to -End) in line with affiliate procedures, applicable laws and strategy validated.

• Prepare the strategy (bidders list, planning, scope, Call For Tender (CFT) criteria...) with Category Manager (CATMAN) and/or Contracts Committee

• Prepare CFT documents and consolidate consistent CFT files according to the applicable rules and procedures

• Issue CFT documents to suppliers approved on the bidders list and liaise with bidders prior to CFT closing date

• Act as the focal point for the CFT process.

• Launch supplier qualification process as required.

• Conduct the contractual / commercial bid analysis and negotiations in line with the CFT evaluation and strategy

• Prepare in detail the Recommendation to award (RTA) and get it approved as per Company rules

• Prepare presentations and participate in Contracts Committee

• Request and follow up and register RTA approvals by Partners and authorities and ensure approvals are register

• Ensure correct and complete handover of contracts to all technical entities concerned

• Contribution to contract management after signature (potential claims follow-up, extension, renewal strategy implementation, budget consumption monitoring, SRM with Suppliers)

Proper management and anticipation in the activities of contract management of relevant files

• Monitor status of contracts / Service Orders by anticipating renewals and related strategy.

• Ensure the settlement of claims and lawsuits with contractors with the support of legal, insurance or tax entities.

• Launch and participate in the periodic assessment of affiliate Suppliers.

• Update in a timely manner Contracts databases (Agora, SAP, etc.)

• Ensure availability of auditable electronic and physical archiving as per internal requirements well as Unified Contracts &Procurement Procedures (UCPP) requirements.

Ensures the Compliance of the Services activities.

• Ensure that company's Contractual and Purchasing Policies and applicable laws and regulations are adhered to, especially those related to ethics and transparency.

• Ensure suppliers qualification (including due diligence) process is done before Recommendation to Award.

• Ensure the use of the contracting documents and procedures to comply with the standards of the company.

• Ensure proper administration and filing of all the contracting documents and ensure that all approvals, justifications, circulation forms etc. are filed in line with the applicable procedures and meet audit requirements to minimize any potential partner/authorities audit claims or court actions.

• Act as an example in adherence to internal procedures.

• Ensure consistency in alignment with H3SE company rules, Procedures, Instructions, and applicable legislation.

• Take the necessary measures to prevent any Health and Safety incidents exercise caution as necessary to avoid danger to persons and installations or avoid pollution.

• Report any incidents (anomaly, unsafe acts, near miss, damage, injury, etc.) exercising caution as necessary to avoid accidents or incidents to persons and installations or avoid pollution.

Candidate Profile

Bachelor's degree or equivalent certified experience with a minimum of 3 to 5 years in Contracts and Purchasing in the Oil and Gas industry. Technical competencies in contracts and purchasing at Intermediate level and certification in Contract and purchasing tools is required. Good managerial, advanced interpersonal, problem solving, planning, organization skills. Excellent negotiation and communication skills with good command of the English language (Oral and Written).
