Job Title: Head of Commissioning Integration & Handover

Role Overview:

The Head of Commissioning Integration & Handover is responsible for overseeing the pre-commissioning, commissioning, system completion, and handover processes for major pipeline and subsea cable projects within a large-scale development project. This role ensures seamless coordination between contractors, subcontractors, vendors, and the internal project team to ensure successful project execution and delivery. The position requires expertise in system completion, handover documentation, and operational readiness planning, with a strong focus on compliance with industry standards.

Key Responsibilities:

Commissioning & Pre-Commissioning Leadership:

  • Lead and manage pre-commissioning and commissioning activities for pipelines, subsea cables, composite cables, and umbilicals.
  • Implement commissioning procedures, execution plans, and testing requirements.
  • Oversee onshore and offshore pipeline pre-commissioning execution, including baseline In-Line Inspection (ILI).

System Completion & Handover Management:

  • Supervise the execution of Inspection & Test Records (ITRs), punch lists, and Factory Completion & Go-Handover (FCGH) sequences.
  • Manage the successful handover from contractors to the organization, ensuring completion dossiers, spare parts, and all related deliverables.
  • Ensure accurate handover documentation, in compliance with system completion databases (e.g., ICAPS and OPERCOM).

Operational Readiness & Interface Coordination:

  • Develop and manage the Operational Readiness Plan (ORP), ensuring deliverable requirements are met.
  • Coordinate with multiple contractors, subcontractors, and vendors to align commissioning and handover schedules.
  • Act as the focal point for interface coordination, ensuring smooth communication and collaboration between all stakeholders.

Project Execution & Compliance:

  • Ensure that commissioning and handover activities comply with industry best practices, regulatory requirements, and company standards.
  • Monitor progress and provide technical leadership to resolve challenges during system completion and commissioning.
  • Support audits and reviews to validate project readiness for operational handover.

Reporting & Documentation:

  • Produce status reports, progress tracking, and final handover documentation for company leadership and project teams.
  • Utilize MS Office (Excel, Word, PowerPoint) and system completion databases (ICAPS, OPERCOM) for reporting and documentation.

Education & Certification:

  • Engineering Degree or Bachelor's Degree in a relevant field.

Experience:

  • 10+ years of experience in pre-commissioning, commissioning, and system completion for major pipeline and subsea cable projects.
  • 7+ years of experience in a lead or management role overseeing pre-commissioning and commissioning in major capital projects.
  • 5+ years of experience managing system completion and handover processes, including handling ITRs, punch lists, and FCGH sequences.
  • Extensive experience with pipeline pre-commissioning, including baseline ILI inspections.
  • Hands-on experience with subsea cable pre-commissioning and commissioning, including composite cables and umbilicals.
  • Strong understanding of system completion tracking using ICAPS and OPERCOM.
  • Proven experience with handover process execution and operational readiness planning.
  • Experience working in environments with multiple contractors, managing subcontractors and vendors simultaneously.

Technical & Business Skills:

  • High proficiency in written and spoken English.
  • Strong interpersonal and communication skills, focused on teamwork and coordination within project management teams.
  • Computer literacy, including proficiency in MS Office applications (Excel, Word, PowerPoint).
  • Strong skills in interface coordination, project documentation, and supporting activities.
  • In-depth knowledge of pipeline pre-commissioning methodologies and execution strategies.

Working Schedule:

  • Work hours per day: 10 hours/day
  • Work days per week: 6 days/week
  • Work days per month: 26 days/month

Contract Details:

  • Estimated Start Date: ASAP
