Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

Key Responsibilities

• Operate and maintain the NNSS Falcon Range research assets while leading and mentoring other power engineers and technicians.
• Design, Procure, Install, and operate full-scale electric power infrastructure test beds complete with associated OT/control and protection system overlays to safely conduct energy sector research. Design and create systems, processes and procedures that maintain the safety, reliability, controllability and security of industrial systems. Design, Procure, Install, and operate ground truth data collection systems on full-scale power infrastructure cyber research test beds.
• Plan, prepare, and execute tests of systems to evaluate results against specifications and requirements. Plan, implement, and operate network services/systems, to include hardware and virtual environments. Perform engineering analysis of full-scale power system response to cyber research test scenarios. Analyze and report test results.
• Provide technical direction to analytic efforts, research endeavors, technology solutions and program development support for the power research community, including the Department of Defense, Department of Energy, Department of Homeland Security, and other government agencies. Document and report technical findings.
• Maintain expertise of national and international energy sector technologies and the ability to research emerging technologies including new capabilities and vulnerabilities. Advance novel ways that energy sector systems may be protected.
• Develop and maintain active relationships within the research consortium, including DOE laboratories, government sponsors, key industry clients, and strategic partnerships with universities, and private/public national and international industries and organizations. Develop detailed plans for the conduct and support of cyber operations through collaboration with planners, operators and/or analysts. Interface with industrial cybersecurity technicians as needed.
• Provide expertise on operational goals.
• Serve as consultant to less experienced engineers, providing practical advice on implementation of solutions for organizational goals.
• Define customer needs and develops technical proposals.
• Conduct or lead research; develops and designs new instrumentation, equipment, and procedures for testing and solving problems; presents papers; and keeps abreast of new technological developments, methods or materials, keeping management informed of important new advances.
• Direct the work of contractors and suppliers by ensuring their efforts are integrated and focused on established objectives.

Qualifications

Minimum Education and Experience

• Bachelor's degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering degrees
• Or, Calculus-based STEM bachelor's degree in engineering
• Or, for Architects, Certification from the National Council or Architectural Registration Board (NCARB)
• Or Professional Engineer license
• Plus at least 9 years' relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge; graduate research experience may be recognized.

Required technical experience should include but is not limited to:

• Demonstrated leadership, including strategic planning, team leadership and project management.
• Demonstrated analytical background.
• Extensive knowledge of industry practices and methods to implement distribution and/or transmission systems, and their related protection schemes.
• Experience in developing and reading standard technical specifications and power engineering design drawings and power-related construction packages.
• Knowledge of industry accepted safe work practices, including arc flash safety requirements.
• Knowledge of equipment and facility grounding, lighting, and raceway layout principles and electrical design package development.
• Knowledge of applicable electrical codes and standards including NEC and NFPA.
• Proven ability to conduct safe and secure power grid substation-level operations.
• Ability to work as a team player with other researchers and power / network / control engineers.
• Ability to work independently and remotely as needed.

• Membership in discipline organizations (ACI, AISC, ASME, etc.) may be required, depending on job requirements.
• The work location will be at the North Las Vegas (NLV) office and the Nevada National Security Site (NNSS), 65 miles northwest of Las Vegas, Nevada. Travel to the forward areas of the NNSS will be required.
• Work schedule for this position will be 4/10's Monday - Thursday.
• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
• Must possess a valid driver's license

Desired technical experience should include but is not limited to:

• Proven ability to conduct safe and secure power grid utility-level operations across multiple substations and the commissioning of micro-grid installations.
• Extensive knowledge of power generation methods including diesel, solar, and NG turbine.
• Ability to operate and maintain power generation sources.
• Knowledge of industry standard networking practices and ability to utilize secure networks for OT control systems.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $119,246.40 - $181,854.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
