EngineeringWe are looking for a Contract Workforce Engineer for one of our clients with the following details:
Location: Onshore, Doha
Start Date: ASAP
End Date: 31-DEC-2025
Qualification and Experience Required:
- BSc Degree in Science, Human Resources or Commercial field or equivalent
- At least 5+ years' experience in an operational recruitment and/or contracts role
- Professional experience: 5 years post-graduate experience in his/her field and the O&G industry
C&P Tools Competencies
- C&P (SAP, GEP, MPP, etc)
- Good knowledge of Microsoft Applications (Word, Excel (Advanced level), Power Point) etc
- Good writing skills, communication skills
- Soft Skills: team player, detailed with focus on quality of the work produced, good communication skills, proactive approach for problem solving, critical thinking, analytical skills
Activities
The Job holder liaises with other teams and participates in the processes and communication of the contracts entity by performing the following tasks:
- Recruit Contracted Personnel (TAS) employed by third-party specialized service providers in accordance with the Company's policies and guidelines, marker rates and Code of Ethics
- Work closely with the Technical Entities to understand their priorities in mobilization and review anticipation plans
- Maintain internal knowledge of the external candidates available, the external recruitment market and trends in order to find and secure good candidates at the right rates
- Work closely with the agencies to ensure that all challenges are review in due time
- Ensure that recruited positions have all supporting documentation (MRF, PR, PO, etc)
- Update POB/Moufta tool in timely manner to ensure all information on personnel is updated
- Ensure that TAS recruitment process is done in full accordance with TAS Guidelines and segregation of duties
- Have good contractual knowledge of TAS Frame Agreementcs in order to be able to advise Technical Entities or Agencies on their issues
- Have good understanding of TAS agencies, participate in the SQM meetings, he able to clearly and efficiently communicate with them
- Ensure that Technical Entities are following TAS guidelines and TAS process
- Create Recruitment reports for their respective portfolios that are up-to-date and accurate
- Actively contribute to any improvement of TAS recruitment process
- Issue Service Orders in timely manner with the correct information
- Ensure the good administration and filing of all the purchasing documents and ensure that all approvals, justifications, circulation forms etc, are filed in line with the applicable procedures
- Work closely with the DUET counterpart to create the contracts dossier, develop a clear definition of contractual responsibilities and discuss the agenda including:
- Validation of contracts strategy
- Negotiation and analysis of commercial bids
- Participation in recommendations to award
- Adapt standard and template documents to local conditions
- Provide professional advice and guidance to all contract owners/entities with respect to contractual matters
- Liaise with C&P Methods/planning/market and line Manager for reporting and statistics matters
- Keep informed or best practices in contracts procedures tor- improvement of contracts practices in company
The job holder executes the following contracts activities.
- Prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information to perform market studies; analyse and assess all possible answers from the market
- Participate to the validation of the contract's strategy through:
- Arranging and attending Contracts Committee Meetings
- Pre-qualifying bidders
- Defining target prices
- Defining criteria for evaluation
- Performing CRA (contract risk assessment) together with DUET
- Establish CFT commercial documents
- Prepare arid send out the dossiers of pre-consultation and Standard or Complex invitation to bid
- Verify the alignment with HSE clauses, Company rules, Procedures, Instructions and applicable legislation when issuing all technical contacts and when drafting contractual and commercial terms and conditions, prepare the CRA (Contract Risk Assessment)
- Verify the Terns & Conditions (standard, general and financial)
- Compose contracts from standard contracts or without standard contract and create outline agreements
- Conduct the Terms & Conditions bid analysis and negotiation
- Conduct the commercial bid analysis and negotiation thereby creating a clear definition of responsibilities and documents together with the DUET
- Perform financial analysis of the bidders and evaluate their financial condition
- Understand market situation and to be able to interpret market forecasts
- Participate in recommendations to award through contracts Committees or DOA award validation and tracing, of tender documents
- Participate in the signing of formal document after approval from authorities and partners and clarification of rights and obligations of both signing parties according to DOA
- Input all contracts/suppliers" data/documents in the contracts and suppliers database
- Handover contracts to the contract Partners' Entities
- Prepare files for the settlement of law suits in relation with the juridical, insurance and financial department
- Monitor on-going contracts status, participate to claims, amendments and contract renewal discussions and Review supplier's performance with the Duet
