Contract Engineer

Industry: Power & Water Sector

Key Responsibilities:

Contract Management & Compliance:

  • Ensure that consultants and contractors fulfill all technical, commercial, and legal obligations outlined in the Power and Water Purchase Agreements (PPAs/PWPAs).
  • Monitor daily compliance of assets with the terms of the agreements.
  • Verify performance test procedures and results with support from other technical functions.
  • Witness tariff energy meter calibration and relevant plant testing procedures.
  • Scrutinize and review monthly invoices for power and water purchases, ensuring accuracy before submission to the CFO for verification.

Budgeting & Reporting:

  • Prepare annual and long-term (up to 5 years) power and water purchase budgets.
  • Analyze and update monthly operational statistics related to power and water purchases.
  • Prepare and review monthly dispatch reports and other technical reports.
  • Develop and recommend policy/process improvements to optimize contract performance.
  • Contribute to incident investigations related to major power/water disruptions.

Coordination & Stakeholder Engagement:

  • Represent Marafiq in all interfaces with consultants, contractors, regulatory bodies, and clients.
  • Coordinate with internal departments (Regulatory Compliance, Finance, Planning & Project Development) regarding all PPA/PWPA aspects.
  • Provide data and insights for external/internal audits and regulatory reporting.
  • Review reports submitted by contractors, consultants, and advisors to identify risks and contractual deviations.

Qualifications & Experience:

  • Bachelor’s degree in Engineering, Business Administration, Law, or a related field.
  • 8+ years of experience in contract management, specifically within Power Purchase Agreements (PPAs) and Power & Water Purchase Agreements (PWPAs).
  • Prior experience in monitoring plant performance, reviewing invoices, and ensuring compliance with contract terms.
  • Experience working with utilities, IPPs, IWPPs, or regulatory authorities is a plus.

Skills & Competencies:

Expertise in PPA/PWPA Contract Management (legal, commercial, and technical aspects).
Strong analytical and reporting skills to track performance metrics and contractual compliance.
Familiarity with regulatory requirements in the power and water sector.
Financial acumen to verify invoices and assess contractual financial obligations.
Excellent stakeholder management skills to liaise with internal and external parties.
Attention to detail in reviewing performance test results and operational data.
