Instrumentation & Telecom Supervisor (Offshore Project)

Location: Qatar and Oman

Contract Length: 2 Years

Start Date: ASAP

Job Overview:

We are seeking a highly skilled and experienced Instrumentation & Telecom Supervisor to join a major offshore project in the oil and gas sector. This position offers an excellent opportunity for professionals with a passion for ensuring the safety, quality, and efficient execution of engineering activities on a high-profile project. You will be based in the field and will be directly involved in the oversight of engineering and construction activities related to instrumentation, telecoms, and electrical systems.

Key Responsibilities:

  • Safety Management: Ensure adherence to all required safety protocols and participate in safety training. Proactively enforce safety standards and intervene in unsafe practices. Lead and engage with contractors to uphold a safety-first culture.
  • Quality Assurance: Oversee quality control to ensure the highest standards of construction and installation, in line with project specifications and regulatory requirements. Monitor the work quality of contractors, ensuring compliance with approved procedures, standards, and industry best practices.
  • Drawings & Procedures Review: Review project drawings (AFC, shop drawings, as-built, etc.) and ensure that all execution procedures are aligned with project requirements. Lead the coordination and preparation of as-built drawings and ensure they are submitted on time for review.
  • Materials & Storage Management: Ensure the timely delivery of instrumentation, telecoms, and electrical materials to the site, conducting inspections upon receipt. Ensure all materials are stored according to relevant project specifications, vendor recommendations, and safety standards.
  • Fabrication & Installation Oversight: Supervise contractors' fabrication and installation processes, ensuring all tasks comply with technical specifications, safety requirements, and project timelines. Manage the provision of qualified personnel, tools, and equipment for efficient operations.
  • Pre-Commissioning Activities: Lead pre-commissioning activities, including addressing punch lists and ensuring that all tasks are completed in line with the baseline schedule. Collaborate with the commissioning team to ensure smooth handover and integration of completed systems.
  • Communication & Reporting: Establish effective communication channels with contractors, stakeholders, and internal teams. Conduct daily toolbox talks to discuss priorities, challenges, and short-term/long-term plans. Provide progress reports and identify any deviations from the approved schedule, proposing mitigation actions when necessary.
  • Documentation & Compliance: Ensure the proper documentation of all activities and oversee the final handover of project documentation to the commissioning team. Ensure the correct implementation of permit-to-work systems and track any non-conformances.

Key Requirements:

  • Qualifications: Bachelor's degree (or equivalent) in engineering or construction. Relevant safety certification (e.g. ATEX, EEHA) is highly desirable.
  • Experience: A minimum of 15 years of experience in offshore piping fabrication or related oil and gas projects, with at least 3 years of experience in the installation and commissioning of fixed platforms (topside and/or jackets).
  • Skills:
    • Expertise in offshore oil and gas project execution.
    • Proficiency in managing and reviewing drawings and specifications related to instrumentation, telecoms, and electrical systems.
    • Strong leadership abilities and experience working in a multicultural team environment.
    • Familiarity with offshore safety regulations and industry standards.
    • Excellent communication skills, with fluency in English.
    • Ability to analyse and resolve technical issues, providing guidance to contractors as necessary.
    • Familiarity with project management and scheduling software.
