Site Commissioning Leader (CPF) - Oil & Gas Sector We are seeking a highly skilled and experienced Site Commissioning Leader (CPF) for a major project in Kampala, Uganda. This contract position involves managing a large team and overseeing the commissioning phase of a Central Processing Facility, LPG extraction plant, and associated infrastructure. The role is critical for ensuring safe, efficient operations and meeting production targets within the stipulated timelines. The ideal candidate will be a key player in facilitating the transition from construction to full operational status, optimizing production efficiency from the start. Key Responsibilities:
  • Lead the commissioning preparation and execution, ensuring adherence to plans and safety regulations. This includes developing detailed commissioning strategies, outlining step-by-step procedures to bring systems online safely and effectively.
  • Manage a base crew of over 40 personnel including both TotalEnergies staff and contracted staff. This involves scheduling, task allocation, and performance monitoring to ensure high levels of efficiency and compliance with project objectives.
  • Review and approve operational tests and documentation, ensuring all company and statutory requirements are met. This critical function involves rigorous analysis and verification of all operational parameters to uphold the highest standards of quality and safety.
  • Coordinate with contractors for effective vendor management and resource mobilization. Establish strong communication channels and negotiation strategies to ensure that all resources are utilized optimally and that project milestones are met.
  • Direct daily management meetings to drive commissioning and startup execution. These meetings are essential for tracking progress, addressing any issues promptly, and making strategic adjustments as necessary.
  • Maintain rigorous quality control checks and handle operational testing approvals. Implement comprehensive quality assurance protocols to ensure that every component and system meets or exceeds the required specifications.
Skills Required:
  • Safety Management: Ensuring all activities comply with safety standards to prevent hazards. The ability to identify potential risks and implement preventative strategies is crucial.
  • Project Management: Ability to oversee multiple aspects of the commissioning process effectively under tight schedules. This includes exceptional organizational skills and the ability to manage time and resources efficiently.
  • Vendor Management: Skilled in negotiating with and managing contractors and suppliers to ensure timely delivery of services and materials. Strong interpersonal and communication skills are essential for building productive relationships with vendors.
  • Leadership: Leading teams effectively to achieve set goals while maintaining high morale and productivity. Inspirational leadership and motivational skills are key to guiding teams through challenging periods and achieving success.
