Mechanical Commissioning Project Engineer
Location: Kuala Lumpur, Malaysia
Assignment Type: Contract / Residential

Role Overview
We are seeking an experienced Project Commissioning Engineer to join a fast-paced and challenging environment, ensuring the safe and successful commissioning of systems and facilities in an offshore oil and gas project. The role will involve overseeing the execution of commissioning activities from planning and preparation to execution, coordination, and system handover, while working with multidisciplinary teams and ensuring compliance with health, safety, environmental, and quality standards.
Key Responsibilities
Commissioning Planning & Preparation
- Develop and prepare commissioning system boundaries, procedures, and other commissioning deliverables in accordance with client and project requirements.
- Ensure statutory, regulatory, and safety standards are integrated into commissioning processes and procedures.
- Organise procurement and manage the resources, tools, and utilities required for commissioning activities.
- Review third-party services related to commissioning scope, and evaluate technical requirements for commissioning deliverables.
- Prepare and manage project-specific deliverables and documentation, ensuring compliance with client specifications.
Commissioning Execution
- Lead and manage the commissioning team to successfully complete pre-commissioning and commissioning activities, ensuring that work is carried out according to the approved strategy and schedule.
- Ensure adherence to health, safety, and environmental standards throughout all commissioning activities.
- Oversee the execution of approved commissioning procedures, verifying performance standards, obtaining certifications, and offering test reports for final sign-off.
- Manage the system’s commissioning schedule and ensure progress aligns with project milestones, providing support for FAT, SAT, and related processes as required.
- Ensure close-out of all safety-critical elements and compliance with statutory testing and requirements.
- Maintain commissioning records, including site observations, test processes, and checklists.
- Perform risk assessments and ensure toolbox meetings are conducted regularly for safe working practices.
Commissioning Coordination
- Collaborate with the MC Coordinator and Lead Commissioning Engineer to ensure the timely completion of ITRs, mechanical completion, and commissioning activities.
- Coordinate with engineering departments and vendors to obtain the necessary documentation for commissioning.
- Interface with regulatory authorities, class societies, vendors, and clients to resolve any technical or commissioning-related issues.
- Support the operational team with functional testing and coordination for system handover.
Subcontractor & Third-Party Services Management
- Ensure that subcontractors, third-party service providers, and FSR services are completed in accordance with the planned schedule.
- Monitor and manage relationships with vendors, subcontractors, and client representatives to ensure effective collaboration.
Health, Safety, and Environmental Compliance
- Ensure compliance with relevant HSEQ (Health, Safety, Environment, and Quality) policies, promoting a safe working environment for all team members.
- Follow all company procedures regarding safety, environmental, and operational requirements to protect the project, workforce, and environment.
Technical & Engineering Knowledge
- Apply basic engineering knowledge and troubleshooting capabilities in areas such as mechanical, electrical, instrumentation, and telecom systems.
- Use engineering skills to address and resolve challenges in system commissioning, both offshore and onshore.
- Demonstrate a deep understanding of FPSO systems, particularly marine and topsides modules.
Qualifications & Experience

Educational Background:
- Bachelor’s Degree or Technical College Certificate in Mechanical Engineering, Electrical Engineering, Instrumentation Engineering, Telecommunications Engineering, or a related field.

Experience:
- Minimum 4 years of experience in commissioning of offshore oil and gas or FPSO projects, with at least two completed FPSO projects.
- Proven experience in commissioning execution, pre-commissioning, and startup processes in offshore environments.
- Familiarity with regulatory environments and the ability to ensure compliance with engineering standards, safety regulations, and contractual obligations.
Skills & Competencies

Technical Skills:
- Proficiency in AutoCAD, Bluebeam, PDF software, and MS Office tools (including MS Project/P6).
- Strong understanding of commissioning management, project management, and testing procedures.
- Proven ability to troubleshoot and manage commissioning activities in mechanical, electrical, instrumentation, and telecom systems.

- Ability to manage commissioning schedules, targets, and resources effectively.
- Strong leadership skills with a focus on motivating and working with multidisciplinary teams to achieve project goals.
- Ability to develop strong relationships with clients, suppliers, and internal teams, ensuring efficient project delivery.
