Senior HSE Engineer

Reports to: Asst. Manager, QHSE, or Division Manager

Primary Purpose of the Job

Lead the provision of expertise on all Health, Safety, Environment (HSE), and Hygiene matters within the Department. Ensure compliance with relevant company standards, international standards, and regulatory requirements, as well as the implementation and effectiveness of the HSE management system for projects and the Department.

Principal Accountabilities

  1. HSE Management System Implementation:

    • Lead the implementation of the Department’s HSE Management System, including relevant procedures, guidelines, standards, and policies, in line with both company and international requirements.
  2. HSE Objectives & Performance Targets:

    • Lead the development of annual HSE objectives and performance targets for the Department, aligning them with corporate guidelines for Engineering and Construction stages of projects.
  3. Legal and Regulatory Compliance:

    • Lead and monitor the implementation of HSE legal requirements, national laws, State of Qatar ratified international conventions, and protocols within the Department. Work with engineering leads to ensure legal requirements are incorporated.
  4. Representation and Communication:

    • Represent the Department in HSE matters with the corporate and end-user HSE teams, as well as the Ministry of Environment (MoE).
  5. Documentation and Planning:

    • Lead the development and review of relevant HSE documentation throughout the various stages of projects.
  6. Support to Project Teams:

    • Provide ongoing support to project teams in implementing the HSE Management System, ensuring safety objectives are met.
  7. Contractor Evaluation:

    • Participate in contractor prequalification evaluation activities.
  8. Emergency Response and Incident Management:

    • Respond to emergency situations and incidents, providing assistance and advice as needed. Ensure proper reporting and investigation of all HSE incidents and the implementation of corrective and preventive actions.
  9. Staff Development and Training:

    • Guide staff on required HSE training and promote the development of HSE skills and competency. Mentor other HSE Engineers and Safety Officers.
  10. Audits and Inspections:

    • Monitor and participate in HSE audits and inspections. Report findings and track actions to close out and update lessons learned and root cause analysis systems.
  11. Safety Issue Identification:

    • Identify safety concerns, develop practical, cost-effective corrective actions, and communicate solutions to relevant parties.
  12. HSE Plans for Projects:

    • Prepare HSE plans for the Department’s assigned projects.
  13. Qatari Development Support:

    • Support Qatari development activities by ensuring Qatari Nationals receive proper HSE training and development.

Decision-Making Authority

  • Operate within the framework of established company policies and procedures, guided by engineering codes and standard practices.
  • Work accomplishments are subject to audits, though not regularly checked.
  • Authorized to take actions on HSE matters in line with company policies, procedures, laws, and regulations.
  • Manage and direct HSE staff to ensure compliance with company requirements.

  • Site visits to onshore facilities/sites are required.

Qualifications / Knowledge / Skills / Experience

  • Qualifications:

    • Bachelor’s degree in Engineering or equivalent from an internationally recognized university.
    • NEBOSH or equivalent certification required.
    • Membership in a recognized professional engineering or HSE association/institution required.
  • Experience:

    • Minimum 10 years of experience in HSE management functions, with at least 5 years in a similar senior HSE position in oil & gas or infrastructure projects.
    • Familiarity with HSE and Environmental regulatory regimes, international safety engineering codes, and standards.
    • Experience in the development of project HSE-related plans, philosophies, and specifications.
    • Exposure to accident/incident investigation and the application of lessons learned from HSE incidents.
    • Skilled in conducting HSE audits, inspections, and reviews.
    • Experience in motivating and organizing project HSE and contractor HSE teams to achieve high performance.
  • Skills:

    • Proficient in MS Office applications.
    • Proficient in technical English (both written and spoken).
    • Knowledge of working in Arabian Gulf countries is desirable.
