Summary of Job Duties:
The Energy Systems Technology (Electric System Operations) Program Director will oversee the design, development, and delivery of the initial electric system operations program. The program director will collaborate with representatives from the Arkansas Electric Cooperative Corporation (AECC), Entergy, Midwest Independent System Operator (MISO) and Southwest Power Pool (SPP) to analyze educational needs and develop curriculum to equip learners with the fundamental skills and knowledge needed to succeed in the electric industry workforce. The program director will also perform industry outreach by engaging other grid operators and electric utilities along with national laboratories, regulatory bodies, research institutions, equipment manufacturers, and software vendors to explore collaborative opportunities that could be beneficial to all parties. The program director will serve as the instructor for the pilot program courses and develop an initial set of internal controls to determine when course curriculum should be revised or expanded to address new or emerging training needs.
Primary Responsibilities
The Program Director will work closely with AECC, Entergy, MISO, SPP, and other UA-PTC staff members to:
• Document the systematic approach that will be used to develop and implement the electric system operations program.
• Identify the FERC, NERC, and Regional training requirements that grid operators and electric utilities must meet to maintain compliance with applicable Standards.
• Perform a high-level training needs analysis and identify the key training challenges and opportunities that AECC, Entergy, MISO, and SPP face as grid modernization progresses.
• In collaboration with IDesign, the HIRED grant steering committee, and UAPTC, attend curriculum meetings to develop the strategy and approach that will be taken to design the electric system operations program. At minimum, this strategy and approach will:
oEstablish the overreaching program goals.
oIdentify the intended audience.
oDefine the magnitude and scope of the program.
oConstruct an initial set of courses to be included in the program and list the learning objectives, appropriate training settings, and selected training methods and assessment tools for each course.
• In collaboration with IDesign, the HIRED grant steering committee, and UAPTC, attend curriculum meetings to develop the curriculum for each course with an emphasis on equipping learners with the skills and knowledge needed to succeed in the electric industry workforce. Collectively, the courses will address electrical theory, functional roles and responsibilities, and interconnected and radial system operations. Each course will be designed such that NERC Continuing Education Hours (CEH) that can be awarded to NERC-certified System Operators that complete certain course lessons.
• In collaboration with IDesign, the HIRED grant steering committee, the HIRED Grant Program Manager, and UAPTC, develop a program pathway for NERC with consideration and collaboration of the CIP Cyber pathway for any common courses or needs.
• Serving as the instructor, pilot each course upon completion and incorporate the feedback received to address any noted deficiencies, inconsistencies, or potential improvements prior to finalizing course content.
• Establish formal processes for evaluating each course to determine the effectiveness and efficiency of each lesson and identify potential areas of improvement.
• Provide guidance to learners, monitor their progress, and address work with their respective employers/sponsors to address their concerns to the greatest extent possible.
• Manage faculty in the program including NERC and CIS in coordination with the Dean of Technical and Professional Studies and Human Resources for onboarding or resources.
• Advise students and provide 10 hours of office hours each week at a scheduled time communicated to students.
• Travel to Little Rock/North Little Rock AR to provide an intensive learning experience in person on the UA-PTC Main campus once each semester at personal expense.
• Coordinate staffing to run and program simulation scenarios in the GE software environment.
• Perform industry outreach by engaging grid operators, electric utilities, national laboratories, regulatory bodies, research institutions, equipment manufacturers, and software vendors to explore potential partnerships or collaborations that could help improve the program.
• Recruit companies to send participants for training.
• Develop an initial set of internal controls to help determine when program curriculum should be revised or expanded to address new or emerging training needs. At minimum, these controls will include internal processes for conducting:
oPeriodic reviews of mandatory safety, regulatory, and statutory requirements to identify new training needs and/or the need to update course curriculum.
oPeriodic reviews of electric industry initiatives to identify new/emerging training needs.
oPeriodic reviews of event analysis reports, industry best practices, and lessons learned to identify new/emerging training needs.
oLower level and higher-level course evaluations.
• Submit grades in a timely manner, use Blackboard for the Learning Management System (LMS), complete academic tasks and deadlines such as roster verifications, and complete any necessary professional development for faculty.
• Provide program updates to the Dean of Technical and Professional Studies including dates of onsite intensive week each semester, number of students in program, technology issues or needs, course feedback, program needs, etc.
• Coordinate staffing or industry volunteers who will complete functional checks and cybersecurity checks on the servers and GE system including patches and updates at least twice yearly at minimum.
• Recruit students and energy/utility companies to the program in coordination with UAPTC personnel.

Qualifications:
- Comprehensive understanding of FERC, NERC, and Regional reliability standards.
- Strong working knowledge of utility operations with an emphasis on Bulk Electric System (BES) operations.
- Extensive experience in developing Operating Plans, Procedures and Processes that clearly define the actions required to maintain safe and reliable operation of the BES during normal and emergency conditions.
- Significant experience in designing, developing, and delivering training to Real-time System Operators and Operations Support Personnel.
- Experience with preparing NERC Reliability Standard Audit Worksheets (RSAW) and developing compliance related training materials for NERC Operations & Planning (693) Reliability Standards.
- Excellent organizational and management skills - ability to organize tasks by level of importance and maximize available resources to achieve desired results. Capable of directing corrective action in high-pressure situations.
- Ability to serve in a leadership role and work well as a team member - able to take both leadership and supportive roles in group settings. Able to work well with other team members.
- Strong communication skills - able to communicate complex information clearly and concisely in written and verbal form. Able to gauge the knowledge level of the audience to determine the most effective way to deliver the intended message. Comfortable transferring knowledge in a classroom environment.
- Excellent computer skills - proficiency in Microsoft Word, PowerPoint, and Excel
