Job Title: EPC Senior Technical and Engineering Manager

Location: Atyrau, Kazakhstan (Project-Based)

Job Purpose

The Senior Technical and Engineering Manager is responsible for leading the engineering and technical execution of large-scale oil and gas EPC projects in Kazakhstan. This role ensures that engineering deliverables meet project objectives, comply with design standards, and align with regulatory requirements. The manager drives multidisciplinary coordination, design optimization, and integration of innovative engineering practices, while supporting project efficiency, sustainability, and quality.

Key Responsibilities

• Lead the engineering function across all EPC project phases, coordinating multidisciplinary teams (mechanical, civil, electrical, etc.).
• Oversee the preparation and validation of engineering designs, technical specifications, and execution strategies.
• Ensure compliance with project standards, contractual obligations, international codes, and regulatory frameworks.
• Direct technical risk assessments and provide engineering solutions for complex challenges across project scopes.
• Support feasibility studies, value engineering, and optimization initiatives to enhance project viability and reduce lifecycle costs.
• Review and approve critical engineering documents, ensuring accuracy, quality, and technical integrity.
• Collaborate closely with procurement and construction teams to ensure alignment of technical requirements with execution plans.
• Promote adoption of new technologies, digital tools, and engineering innovations to improve project performance.
• Represent the engineering function in meetings with clients, regulatory authorities, and third-party stakeholders.
• Manage engineering resource planning, team development, and technical training programs.
• Monitor project progress against engineering milestones and intervene to resolve technical bottlenecks.

   

Education Requirements

• Bachelor's Degree in Engineering (Mechanical, Civil, Electrical, or related field)
• Master's Degree preferred

   

Experience Requirements

• Minimum of 8 years of relevant work experience
• At least 5 years in a supervisory or management position within EPC project delivery
• GCC region experience (2+ years) is considered a strong asset

   

Knowledge and Skills

• Strong technical expertise across mechanical, electrical, and civil engineering disciplines
• Solid understanding of oil and gas industry codes and standards (ASME, API, ISO, etc.)
• Proficiency in engineering software, digital design tools, and project management systems
• ERP system knowledge, with preference for SAP
• Excellent leadership, communication, and stakeholder engagement skills
