Essential skills and knowledge
- Manage development of early LNG Project Management System Plans / Project HSE deliverables, and project’s HSE studies throughout the project phases.
- Manage preparation of HSE requirements for Invitation to Tender (ITT) and conduct Contractor
HSE evaluations. - provide safety requirement input into the engineering phase of the Project.
- Review and approve Contractor HSE Systems and Plans for construction and commissioning phase as per PMS, e.g. Safety Management plan, Emergency response plan, Environment management, Security plans etc.
- Focal point to facilitate coordination between PMT and various HSEQ functions / SMEs. Define
safety program expectations, assure implementation and verification of Safety processes on
Project sites. - Advise project management on the effective implementation of Project Safety Management
System, stewardship of HSE performance indicators and management of HSEQ interfaces with
stakeholders. - Provide oversight and review of incident investigations from PMT / Contractor, analyze data,
confirm root causes and approve corrective action plans. Provide support and expertise to help
facilitate any incident investigation. Facilitate Emergency response preparedness. - Manage a comprehensive statistical database and roll-up reporting/progress from multiple projects; analyze KPIs and data for leading and lagging trends, devise strategies and advise Energy Efficiency Project PMT Leadership Team for continuous improvement.
- Facilitate sharing of processes, safety focus areas, safety Alerts, lessons learned and best
practices between corporate HSEQ and the Energy Efficiency Project. - Ensure a consistent HSE message at all levels within PMT and contractor partner, displaying
strong HSE leadership. - Provide HSE reporting to PMD Senior Safety Officer.
- Participates as a key member in the loss prevention and HSE activities to ensure that the
Contractors comply with the Contract requirements including codes and standards. - Provide guidance to the Contractors to promote compliance.
- Manage the Contractor in the safe delivery of the scope of work; verify and ensure compliance
with Company HSE and Loss Prevention requirements, standards, specifications, instructions
and regulatory and environmental requirement. - Engage across disciplines including Process, Structural, Electrical, Instrument, Piping,
Mechanical; understanding and communicating the requirements of FEED/EPC design; efficiently
translate Company requirements and data into an efficient delivery from the Contractor. - Monitor the progress and delivery of the loss prevention and HSE scope of work; verify that risk
assessment plans are suitable and include required risk assessments and risk workshops as per
Project phase and Company Project Gates requirement. - Assists in the plans and schedules the loss prevention and HSE deliverables to enable efficiency
project execution, ensuring technical alignment and compliance with Qatar operational policies,
standards of business conduct and project management system. - Supervise and solve technical problems as they are developing in various disciplines, and to
initiate appropriate corrective actions. - Seeking guidance in areas beyond technical knowledge and management implementation of
solutions. - Chair meetings if required to collect and disseminate information pertaining to loss prevention
engineering and HSE actions; advise PMT in a timely manner where issues are unable to be
resolved and may impact the project delivery. - Provide guidance and input during Project phases for the Packages, Contractor
strategies/procedures to achieve project Integration objectives as required; participate in
Constructability Reviews, 3D Model review, Pre-Startup Reviews, etc. as required. Drive
contractors to timely conduct and deliver safety studies such as HAZID, HAZOP, SIL, and other
studies etc. per execution plan. - Ensure approved recommendations and programs are utilized by PMT to improve safety in design and in construction, reduce inefficiencies, and maintain high safety standards.
Essential skills and knowledge
- Bachelor’s degree in science or engineering (Chemical), or Safety discipline.
- NEBOSH Diploma or Equivalent.
- 10 years of experience as a HSEQ / SHE&S professional, loss prevention and industrial safety.
- Experience in Oil & Gas, HSEQ management of engineering, construction and commissioning
projects, systems completions coordination, hook up/commissioning, and start up activities in
brownfield and greenfield environment. - Experience in implementation of HSEQ systems and building HSEQ capability and competence in
a new project construction and start up. - Good understanding of both qualitative and quantitative risk assessment techniques. Experience
of active participation in process safety studies such as HAZID, HAZOP, SIL, fire & explosion,
dispersion modelling and FERA/QRA studies. - The ability to read engineering drawings/documents and communicate with other engineers is
essential. - Experience with contractors, subcontractors and vendors involved in the oil and gas industry.
- Knowledge in developing and implementing Emergency Response Procedures to deal with H2S
Risk to the workers. - Experience in active participation of workers’ welfare programs.
