The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 1 day per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

The Natural Gas Engineering Supervisor (Engineer Supervisor) serves as a coach, facilitator, and mentor for the Pipeline Safety Engineering team and is responsible for developing and supporting continuous improvement concepts within the Division, Bureau, and Unit. This position is responsible for managing, supervising and coordinating the natural gas pipeline safety staff who perform the review and inspection of the utilities' operations and maintenance procedures to ensure compliance with state and federal codes which ensures the safety of over 70,000 miles of the natural gas distribution system in the state of Wisconsin. This Core Management Team (CMT) position has broad discretion and significant responsibility to administer that portion of the statutes regulating gas public utility pipeline safety. This not only affects the natural gas consumer of this state, but the public in general.

This position is responsible for developing, managing, and tracking the training plans for the natural gas pipeline safety staff; providing guidance and support around staff resource planning and allocation and work assignments; management of personnel including recruiting, monitoring, and evaluating staff; and development of policies and procedures which carry out Division, Bureau, and Unit goals and objectives. The Natural Gas Engineering Supervisor will direct and manage the Pipeline Safety Team in the enforcement and interpretation of applicable Wisconsin Statutes and Administrative Codes, the Code of Federal Regulations, and nationally accepted codes and standards; development of analytic tools; investigating consumer complaints of a technical nature; and maintaining and improving professional skills and knowledge.

Salary Information

This position is in schedule-range (81-30) with an annual salary of $108,160-$112,320, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Minimum Requirement: By time of appointment start date, the candidate must have graduated with a bachelor or higher degree from an accredited college or university with a degree in a related engineering field, OR be a credentialed professional engineer (PE).

For a degree obtained outside of the United States, applicants must have already completed a foreign education credential evaluation through one of the two national associations of credential evaluation services and must submit copies of the evaluation with their resume.

  1. National Association of Credential Evaluation Services (NACES) is an association of 19 credential evaluation services with admission standards and an enforced code of good practice.
  2. Association of International Credentials Evaluators (AICE) is an association of 10 credential evaluation services with a board of advisors and an enforced code of ethics.

Credential evaluations are not free, and applicants are responsible for the cost of the selected service. These services may take weeks or months to complete. Candidates may direct questions related to the evaluations to the contact information provided on the NACES and AICE websites. Candidates should ask for evaluation services that minimally includes:

  • Type of education received by the applicant;
  • The level of education in relation to the U.S. education system and state that its comparability recommendations follow the general guidelines of the International Education Standards Council; and
  • The status of the awarding foreign school's recognition and legitimacy in its home country's education system.

Qualified applicants will have experience (and/or training, as applicable) with all the following:
• Experience working with engineering theories and principles as applied to the planning, design, construction, and operation of infrastructure construction projects.
• Experience assigning and overseeing engineering analysis, evaluating quality of engineering work, developing, managing and monitoring work schedules, and reviewing performance based on established expectations.
• Experience leading a team in a formal or informal capacity including addressing resource conflicts and other challenges and successfully addressing them in a timely and professional manner.

In addition to having all the above, well qualified applicants will have experience with one or more of the following:
• Experience with utility regulation, utility policy, or utility operations.
• Formal experience leading and building professional teams that are objective, balanced, inclusive, diverse and goal oriented.
• Education or experience in electrical engineering principles of generation, power flow or production cost analysis.
