About the Job:
Provides leadership, guidance and management to fleet vessels on all aspects of health, safety & environment and implementation of best management practices.
Job Specific Accountabilities Part 1
- Maintaining Safety Management System (SMS) updates with consistent improvement to produce quality, accurate, practical, adequate and efficient procedures. Provide and develop constructive new ideas.
- Ensure compliance with applicable legal and other voluntary compliance requirements by fleet vessels and initiate and monitor corrective actions as required.
- Perform accident/incident investigations, root cause analysis and present findings as a part of investigating team. To review all accident/incident investigation reports and monitor implementation of corrective action.
Job Specific Accountabilities Part 2
- Arrange ISM, ISPS, MLC, ISO 14001, 50001, 55001 and 45001 integrated internal audits, ( internal and external).
- Assist in preparing fleet budget for HSE activities.
- Assist in preparing/reviewing all marine related contracts associated with HSEQ activities.
- Be a member of Incident Management Team advising on HSE issues.
- To provide guidance and mentoring to Masters and ship staff on all regulatory and voluntary compliances including HSEQ issues.
Job Specific Accountabilities Part 3
- Participate in interviewing candidates for employment and promotions upon request.
- Assist in inducting and de-commissioning vessels from the fleet.
- Conduct annual integrated internal audits. To follow up on the corrective actions and effect formal closure.
- Assist in periodical management reviews of the company's integrated management system.
Job Specific Accountabilities Part 4
- Assist in establishing annual integrated internal audit plan. Liaise with HSE Compliance department as necessary.
- Verification of all inspections closure SIRE, PSC, Flag annual inspection, for effectiveness of preventive actions.
- Update SIRE for TMSA3.
- Assist in reviewing all HSEQ related reports from the vessel.
- Conduct HSEQ on board training during short voyages. Arrange for external trainers if required.
Minimum Requirements:
- Bachelor Degree in Marine Engineering or Nautical Science (Master, COC Class-1 (FG) or Chief Engineer, COC class-1 (FG))
- Minimum 5 seagoing years' with a minimum of 2 years in senior officer position.
- Candidates with relevant experience in the offshore marine industry preferred
Professional Certifications:
- Master (FG) certificate of competency Class-1 or Chief Engineer - COC class-1 Marine Engineer (FG)
- A recognized Safety Officers Training Course
