Overview:
An international offshore engineering firm is seeking a Commissioning Project Engineer to support the planning and execution of commissioning activities across a portfolio of offshore energy projects. Based in Kuala Lumpur, this position plays a key role in coordinating the safe delivery of mechanical, electrical, instrumentation, and telecom system commissioning for offshore facilities. Offshore involvement and cross-discipline collaboration are integral to this role.
Key Responsibilities:
Commissioning Planning & Preparation:
- Prepare system boundaries, commissioning procedures, and project deliverables
- Develop onshore and offshore commissioning plans in line with client and project requirements
- Incorporate class society and safety-critical verification into commissioning scope
- Identify tool and equipment needs for commissioning activities
- Assist with technical evaluations for third-party commissioning services
- Contribute to company-wide procedure development and continuous improvement
Commissioning Execution:
- Execute safe commissioning activities under the guidance of the lead engineer
- Coordinate with construction, operations, and pre-commissioning teams
- Manage PTW (Permit to Work), supplier support, and technical resources on site
- Complete all required commissioning documentation, including system dossiers and performance reports
- Oversee regulatory, statutory, and safety-critical testing and certification
- Conduct toolbox talks and risk assessments for commissioning scopes
- Support preservation and maintenance throughout the commissioning phase
- Lead or assist with offshore commissioning and facility start-up
- Ensure lessons learned and improvement opportunities are captured and shared
Commissioning Coordination:
- Liaise with MC (Mechanical Completion) and commissioning coordinators to ensure timely ITR completions
- Interface with engineering, vendors, clients, and classification bodies as needed
- Coordinate functional testing with operations team involvement
- Engage with subcontractors and vendors to support site execution
- Facilitate incorporation of best practices and lessons from prior projects
Commissioning Services & FSR Oversight:
- Monitor third-party services and ensure alignment with schedule and quality expectations
Relationship Management:
- Report in line with the corporate/project structure
- Build strong technical relationships across internal and external teams
- Work collaboratively in a multicultural team setting and help upskill colleagues
Technical Focus Areas:
Mechanical Discipline:
- Understanding of mechanical systems related to FPSO topsides and marine/process systems
Instrumentation & Control:
- Knowledge of process control, safety systems (SIS), SIL/SIF verification
- Familiarity with major DCS systems preferred
- Troubleshooting experience and ATEX or equivalent certification required
Electrical Discipline:
- Experience with electrical system commissioning and fault finding
- ATEX or equivalent certification required
Telecom Discipline:
- Basic telecom system understanding and troubleshooting skills
- ATEX or equivalent certification required
Compliance & HSEQ:
- Ensure compliance with HSEQ policies and company code of conduct throughout all activities
- Participate in audits and ensure all documentation meets regulatory and internal standards
