Overview: We are seeking a proactive and experienced HSE Lead to join a significant cross-border crude oil pipeline project in East Africa. The role is central to ensuring all Health and Safety protocols are implemented, monitored, and continuously improved across all project phases including AGI, MST, and associated facilities. Key Responsibilities:
- Lead and implement Health & Safety strategies aligned with project HSE improvement plans.
- Review and ensure compliance with contractor HSE documentation and standards.
- Conduct HSE risk assessments and audits, ensuring all sites have robust safety management plans.
- Direct HSE site activities including toolbox talks, inspections, and incident investigations.
- Support EPC contractors in delivering safe project execution and maintaining high HSE standards.
- Provide mentorship and training to local HSE personnel, supporting national content and succession planning.
- Participate in emergency response coordination and compliance reporting.
- Liaise with internal and external stakeholders on HSE metrics, audits, and KPI tracking.
- Bachelor’s degree in HSE, Engineering, or a related discipline (or equivalent experience).
- NEBOSH Diploma / IGC or recognised international HSE qualifications.
- 7–10 years of HSE management experience in oil & gas or major construction projects, with at least 3 years site-based.
- Strong knowledge of ISO 45001, ISO 9001 frameworks, and associated HSE systems (e.g., Aconex, SharePoint).
- Proven leadership in managing HSE across multicultural teams and dynamic environments.
- Strong communication and mentoring skills, especially in cross-functional teams.
- Experience in pipeline or large-scale infrastructure construction projects.
- Familiarity with Permit to Work (PTW) systems, root cause analysis (RCA), and contractor performance management.
