H3SE Coordinator - Uganda

On behalf of a major oil & Gas operator, WRS is looking for a H3SE Coordinator to support field operations in Uganda. This site-based rotational role is key to driving health, safety, security, and environmental performance during the construction and commissioning phases of a cross-country crude oil pipeline. The successful candidate will act as a liaison between field operations, contractors, and project leadership to ensure consistent application of H3SE systems and compliance across all sites.

This role will be offered on a 12 month renewable contract, rotating 8 weeks on site/2 weeks at home, paying a day rate in USD.

Key Responsibilities:

• Support the Field Manager and Operations Safety Lead in delivering H3SE programs across multiple construction sites.
• Coordinate site H3SE supervisors, ensuring compliance with safety procedures, incident reporting, and risk assessments.
• Monitor field activities to ensure adherence to H3SE standards and intervene proactively where issues are identified.
• Contribute to the development and implementation of operational HSE management systems and procedures.
• Lead or support audits, safety drills, inspections, and awareness campaigns to improve site safety culture.
• Provide guidance to contractors and site personnel on permit-to-work systems, hazard identification, and safe work practices.
• Assist in accident/incident investigations and support corrective action tracking and implementation.
• Monitor and report on H3SE KPIs and support the preparation of weekly, monthly, and annual reports.
• Facilitate HSE training and ensure readiness of safety documentation and operational controls prior to start-up.
• Support contract management activities, particularly with respect to HSE compliance of contractors and service providers.

Required Qualifications & Experience:

• Degree in Engineering, Occupational Health, Geological Sciences, or a related discipline.
• NEBOSH, IOSH, OSHA, or similar recognized HSE certifications required.
• Minimum of 12 years’ experience in HSE coordination or supervisory roles, preferably in oil & gas or large-scale industrial construction.
• Strong knowledge of HSE management systems (e.g., ISO 14001, ISO 45001), industrial hygiene, and environmental standards.
• Previous experience supporting contractor oversight, risk mitigation, and HSE system implementation on active construction sites.
• Effective communicator with strong coordination and interpersonal skills.
• Proficient with Microsoft Office tools and digital reporting systems.
• Comfortable working in a multicultural environment and in remote, operationally intense field conditions.
