Marine Operations Specialist - Tanzania

On behalf of a major Oil operator, WRS are seeking an experienced Marine Operations Specialist to support the development and safe operation of a new marine terminal in Tanzania. This site-based rotational role is critical in overseeing marine procedures, equipment readiness, and operational planning to ensure safe and efficient vessel berthing, loading, and terminal operations.

The position will initially focus on the project phase (supporting design, construction, and readiness for start-up) and will later evolve into an operations role, acting as Loading Master during tanker operations.

The position will be offered on a 12 month renewable contract, rotating 8 weeks at site/2 weeks at home, paying a day rate in USD

Key Responsibilities

Project Phase
  • Prepare and validate marine procedures, ensuring alignment with international standards.
  • Support finalization of marine maneuvering simulations, berthing configurations, and jetty construction activities.
  • Define and oversee maintenance plans for marine terminal equipment (fenders, docking stations, loading arms).
  • Collaborate with port authorities to define personnel, training, and facilities for terminal operations.
  • Review and validate marine service providers, technical specifications, and equipment selection.
  • Develop operational procedures, emergency response, and oil spill response plans.
Operations Phase
  • Act as Loading Master, ensuring readiness for tanker berthing, loading, and custody transfer.
  • Lead implementation of operational procedures for safe terminal operations.
  • Ensure all emergency and oil spill response equipment is in place and approved prior to first tanker loading.
  • Oversee compliance with international marine standards and ensure smooth coordination with port authorities.
Qualifications & Experience
  • Minimum 10 years’ oil & gas industry experience, with at least 5 years in vessel berthing and jetty loading operations.
  • Master Mariner (STCW II/2 Class 1 Deck) or equivalent senior marine qualification (Chief Officer CoC desirable).
  • Strong experience in port equipment, vessel operations, and contract management.
  • Valid offshore survival training for boarding seagoing vessels.
  • Knowledge of Oil Spill Response and marine safety management.
  • Ship manned model training and PSFSO certification preferred.
  • Excellent leadership, communication, and teamwork skills.
  • Fluent in English; experience in multicultural environments highly valued.
