About the job:

Reporting to the Project Engineering Manager, the E&I Site Project Engineer (Technical Services) will oversee Electrical & Instrumentation deliverables and collaborate across the project team to ensure the execution of commissioning & construction deliverables adhere to project and contractual requirements. Also collaborates with Commissioning & Construction Superintendents/Leads to monitor and or advise on the execution of Systems Completion activities. Has a thorough in-depth knowledge of project execution and is able to mentor & guide Construction & CSU groups in their work.

Skills and Responsibilities:
Duties:
  • This position requires complete comprehension of the overall life cycle of a project and each phase from E&I (Electrical & Instrumentation) Engineering, Construction, Commissioning & Turnover.
  • Responsibilities include reading, analyzing, and interpreting E&I (Electrical and Instrumentation) engineering documents & drawings, technical procedures & specifications, regulatory requirements, business correspondences and technical manuals. Has the ability to write reports, process workflows, packages, and procedures.
  • Coordinate with all project personnel on construction/ & commissioning scope execution.
  • Coordinate assigned work with client, engineering disciplines, construction disciplines, commissioning disciplines and other contractors & vendors.
  • Ensures work complies with drawings and specifications by maintaining communication with Engineering, Estimating, Planning, and the Scheduling departments.
  • Determine the required resources for construction & commissioning activities within specified discipline.
  • Coach's peers on the RFI process and the utilization of RFI system.
  • Evaluates RFI submittals to reject, respond, or forward the inquiry.
  • Recommends proposed solutions to the RFI submittals with proper approvals.
  • Ensure supporting documents are adequate (e.g., pictures, drawings, redlines, etc.).
  • Assists coordination of construction and CSU scope of work and reviews information that will be used to classify and assess potential impacts to the project.
  • Assesses estimated labor hours & costs, material quantity & costs, equipment costs and subcontracted costs that will be needed to complete project with all stakeholders (e.g., Craft Supt., Subcontract Manager, Engineering, Vendors, etc.). Verification of all costs with project controls.
  • Investigate and document all vendor back charge issues within specific discipline.
  • Supervise the distribution of drawings, specifications, and the maintenance of revision control.
  • Develop Subsystem Boundary Limit documentation in support of CSU.
  • Develop Field Installation Work Packages, Test Packages and Turnover/Handover Packages with support from System Completions group.
  • Assist populating System Completions documentation to support compliant Construction and CSU from project system definitions.
  • Ensure that systems are ready for client walk and assists/participates in walkdowns.
  • Keeps track of exceptions resulting from system walks and drives them to completion.
  • Leads system turnover meeting within the discipline stakeholders and client.
  • Perform additional assignments per project manager's direction.
Your knowledge/skills, education, and experience:
Qualification/ Certification:
  • College/university degree in a major engineering discipline (preferably electrical/instrumentation related) and 10+ years of Project Execution or equivalent field engineering experience.
  • Established track record in leading project through Mechanical Completion, Commissioning, Start Up or initial plant operations in the specific discipline.
  • Advanced understanding of construction drawings and specifications.
  • Intermediate understanding of Microsoft Excel, Bluebeam, and 3D design review software.
  • Able to read and understand system process definitions and P&IDs/SLDs etc.
  • Ability to effectively communicate with client, engineering disciplines, construction disciplines, and other contractors.
  • Ability to read, analyze and interpret engineering design drawings, technical procedures and specifications, government regulations, business correspondence and technical manuals.
  • Ability to communicate directions effectively and respond to questions from clients, managers, and all levels of construction & commissioning personnel.
  • Demonstrated management and organizational ability for diverse teams on large projects.

  • Advanced understanding of system process definitions.
  • Able to verify reports for accuracy before approval and distribution.
  • Ability to evaluate project discrepancies & questions and reports information utilizing the RFI system.
  • Ability to plan and exercise control over the amount of time spent on specific discipline work activities.
  • Develops or uses systems to organize and keep track of information (e.g., "to-do" lists, appointment calendars, follow-up file systems).
  • Keeps clear, detailed records of activities related to accomplishing stated objectives.
  • Understands a systemized approach to project completions and can lead and guide the discipline Construction & CSU teams in systemized project completion.
  • Ability to raise & coordinate site instructions to facilitate and assign additional work discovered during system and site surveillance walkdowns.
  • Understands the process of mechanical completion, static commissioning, dynamic commissioning & system turnover workflow.
  • Working knowledge of project permitting.
  • Proven strong technical skills in discipline subject matter.
  • In-depth knowledge of Project Completion standards, specifications, codes, and appropriate safety criteria.
  • Strong understanding of Project Execution, Engineering, Construction, Commissioning & Completion practices.
  • Strong understanding of work planning, scheduling and tracking.
  • Demonstrated work ethic with delivery focus and strong organizational ability.

Communication:
  • Read, write, and speak English fluently, especially as required to function effectively within a project team and to communicate with project management, contractors, and subcontractors.

Core Competencies:
  • Must be able to work under pressure to meet deadlines.
  • Must be able to work with the team in developing improved work processes for the department.
