Years of Experience
- Support HSE Department Manager in developing a high level of worksite health and safety awareness and continuously improve worksite safety culture.
- Ensure that field operations in Turkmenistan are executed at all times in a manner that will ensure the health, safety and welfare of all employees and others who may be affected by its operations.
- Provide worksite direction and perform a wide range of monitoring and reporting services to achieve proper implementation of all aspects of the health and safety function in the field.
- Determine the most effective approach to maintaining the required standards of health and safety compliance in the field.
Job Responsibilities
- Advise HSE Department Manager and other concerned parties regarding the impact on the company's operations in Turkmenistan of new or changes to existing health and safety legislation and regulations.
- Provide input on changes to current procedures and work practices in the field necessary to maintain compliance with company legal and regulatory health and safety obligations.
- Monitor company and contractor worksite HSE performance against established performance standards and KPIs and implement measures to address performance issues.
- Monitor, report on and ensure proper closeout of HSE nonconformance Corrective Actions Requests (CARs) and Corrective Action Plans (CAPs).
- Ensure field operations and construction activity incidents and accidents are reported and managed in accordance with company Incident and Accident Management System (IAMS) requirements.
- Monitor worksite compliance with the company HSEMS; ensure CARs are raised, CAPs developed in the event of noncompliance and follow up to ensure proper closure.
- Identify, monitor and regularly report on worksite health and safety nonconformance.
- Lead regular safety inspections and audits of work sites to ensure the safety of people and facilities.
- Participate in occupational health audits and surveys (hygiene, noise, chemical exposure, etc.) and in identifying corrective actions required.
- Recognize and evaluate changing worksite safety conditions and determine actions to be taken to maintain continuous and safe hydrocarbon production, having due regard for any ongoing maintenance, drilling or engineering activities.
- Ensure that emergency response, crisis management and contingency systems are fit-for-purpose; regularly check their efficiency and readiness for deployment.
Education
- Bachelor's Degree in an Engineering discipline or a professional HSE qualification
- Minimum 12 years relevant experience, 3 years in a supervisor capacity in upstream oil and gas industry organizations including working at operating facilities and on construction projects
