NES Fircroft are delighted to be working with a market leading Oil&Gas operator who are seeking an experienced HSE Engineer.

Activities:
Review and Validate: Ensure that the HSE procedures of Contractors are thoroughly reviewed, commented on, and validated to align with project specifications, the COMPANY Project HSE management plan, contract requirements, and permit/license requirements.
Prepare Specifications: Contribute to the preparation of relevant COMPANY HSE specifications, plans, or procedures. This involves ensuring that all necessary safety and health measures are in place when the project begins.
Risk Management: Supervise Contractors to ensure they identify, assess, and mitigate Health, Safety, and Security risks, especially for critical and risky operations. This includes documenting and communicating these risks to their personnel and ensuring the setup of PPE management and quality control systems.
Training and Culture: Facilitate HSE trainings and workshops to raise risk awareness among project personnel, in collaboration with Contractors. Additionally, ensure that Contractors develop their own safety culture in line with COMPANY’s safety culture programs and diligently monitor their safety culture performance.
Compliance and Audits: Actively participate in preparing H3SE requirements and Contractor H3SE evaluations during the tendering process and execution stage. Also, participate in H3SE audits and inspections of Contractors and subcontractors’ facilities, ensuring that H3SE audit protocols align with COMPANY’s expectations.
Health and Hygiene: Ensure that Contractors develop and implement comprehensive health management plans, medical fitness systems, and primary medical infrastructure, including on-site medical teams and support. Additionally, ensure the implementation of industrial hygiene management plans, covering aspects such as risk assessments, heat stress management, food safety, water management, sanitation, and ambient noise management.
Safety and Security: Oversee the development and implementation of safety and security management procedures by Contractors. This includes Job Risk Assessment, Security Risk Assessment, Permit to Work, hazardous material management, radioactive source management, SIMOP/COMOP, chain of command and handover, PPE management, management of change, and derogation procedures.
Reporting and KPIs: Develop an anomaly and incident reporting system covering H3SE and consolidate it to prepare regular H3SE reports. Establish a periodic HSS reporting system related to contractors’ performance and activities, and regularly consolidate and evaluate health, safety, and security key performance indicators of the project.
Emergency Preparedness: Collaborate with EPSCC Contractors to plan for emergency drills and exercises, and actively participate in incident investigations.
Coordination and Communication: Ensure that Contractors identify and assess security threats and associated risks at the project site, implement mitigation measures, and develop site security control plans. Additionally, actively participate in project coordination meetings, H3SE committee meetings, H3SE management reviews, and H3SE events or workshops.

Qualifications & Experience:
• Qualification: Engineering degree or equivalent.
• Languages: English mandatory
• Professional Experience: more than 8 years
• Experience in similar position: 10 - 15 years 
Well experienced in establishing of Health, Safety and Security management system and procedures (HSS MP) in line with COMPANY’s expectations. Experience in monitoring and reporting for health, safety, and security key performance indicators Hands-on experience in coordinating and execution of H3SE Audits and Inspections and monitoring the close-out of findings. Experience in coordinating safety culture campaign and follow up with Contractors. Well experienced in setting up H3SE training requirements for different functions within a project, medical fitness to work system, and medical infrastructure on construction site. Experience in coordinating emergency response trainings, drills and exercises.
