EnvironmentalThe emergency response and crisis management advisor shall be the specialist for all emergency & crisis response related matters: issuing and updating related documents, training of people, organization of drills and Return of Experience (REX), follow up of action plans for all in country activities including E&P (Afungi, Pemba and Maputo), M&S and SAMCOL activities.
Emergency & Crisis preparedness and management:
• Assess and identify risks for all activities in-country, which includes the development of Emergency Response Plan (ERP) and its associated documents in response to the identified risks.
• Implement effective Incident Management System (IMS) in compliance with local legislation, international regulations and Company requirements.
• Manage and update the Business Continuity Plan of the affiliate with the support of the Safety operations manager.
• Review and update with support of Safety Operation Manager and Site HSE Managers the contingency plans, oil spill response plans and MEDEVAC plans.
• Assist and advice to sites, and entities on all relevant emergency response issues including the development of emergency and crisis procedures, plans, contingency arrangements and organize regular exercises through regular sites visits.
• Update on weekly basis the Emergency/On-duty roster.
• Ensure the closed out of actions within agreed timeframe, reviews are carried out for identification of opportunities, continual improvement to systems, processes and practices.
• Follow-up of action plan concerning Emergency Response: incorporation of lessons learned from training, exercises, live responses and any other relevant sources into existing plans and procedures as appropriate.
• Ensures the affiliate has appropriate capabilities to respond to all spill incidents in conformity with IMO standards.
Trainings & exercises:
• Organization and coordination of appropriate trainings for the emergency response organization: Crisis Management Cell, Incident Management Team, Advanced Command Post(s) in collaboration with the HR/learning and development entity.
• Coaching of the Incident Management Team.
• Organization, implementation, and debriefing of exercises defined in the yearly planning (Table-top exercises, Medium Scale Exercises, Full Scale Exercises) and as per Emergency Response Plans requirements involving internal and external stakeholders.
• Implement action plan following the exercises and ensure that actions from previous exercises are tracked inside a dedicated action register.
Crisis Room & associated tools:
• Set up, maintains and manages of emergency response facilities in all affiliate locations (Afungi, Pemba and Maputo) including the back up in Acacia Estate.
• Development of tools to be used within the Emergency Response Cells and Advanced Command Post
• Keep abreast of technological developments in crisis management and be a driving force behind proposals to integrate digital tools into crisis and emergency management.
Accountabilities:
• Maintain and promote incident management system and Crisis management organization.
• Monitor efficiency of the emergency response and crisis management
• This role ensures there is an effective program for crisis and emergency preparedness, response and recovery for the affiliate, including in degraded mode. Members of crisis and emergency cell have no technical expertise in this area, therefore the importance of this position to ensure members are trained, plans and resources are reviewed and tested through exercises on a regular basis
Experience & Qualifications:
• Experience in the incident and crisis management, oil spill response organization.
• 10 years of experience in crisis management and emergency response.
• Good knowledge of the management of construction, aviation, marine, wildlife risks and incidents
• Knowledge of HSE topics appreciated.
• Strong knowledge and experience of IMS (Incident Management System), and ICS 300 qualification is a plus.
• English speaking and writing. Portugues and French are a plus.
• Strong interpersonal and communication skills.
• Strong IT skills including MS Word, Excel, and PowerPoint required.
