Airswift are currently recruiting for a highly skilled Environmental Advisor to join an innovative and dynamic project team in Aberdeen, on a 3-month contract basis with the possibility of going on for longer.
THE ROLE
The Environmental Advisor will report to the North Sea HSE Manager. You will ideally have decommissioning experience, but not essential. Environmental Advisor will provide advice, investigation support and intervention, and proactively share learnings from other assets, organisations and regulatory bodies to drive best practice with a focus on production operations. The role interacts with regulatory bodies and represents the company by engaging, responding to and challenging regulatory inspectors where appropriate, and in ensuring compliance with both company and regulatory environmental requirements. Close liaison with the Decommissioning Regulatory Lead, Health & Safety Advisor, Technical Safety Engineer and site based HSE Coaches is essential. The position is onshore based, but with an expectation of regular travel to site where appropriate.

PRINCIPAL ACCOUNTABILITIES
The Decommissioning Environment Advisor shall provide a full portfolio of services including, but not limited to:
- Provide general support and advice to the Decommissioning Directorate leadership team and the onshore and offshore teams ensuring that activities comply with requirements and meet recommended standards including behavioural.
- Proactively assist the Decommissioning Directorate leadership team with discharging their environmental accountabilities, particularly with regards permit compliance and assurance of data collation to support annual EUETS & MCR verification.
- Provide support in raising the profile of environmental compliance obligations across the business.
- Interface with regulatory bodies as part of the inspection programs or during 'with cause' engagements e.g. reportable events.
- Monitor incident/ near miss data for their asset and provide advice to any accident and incident investigations up to and including participating/leading the investigation team.
- Provide ongoing assurance of all incidents, near misses, audits and Inspections to ensure progress and close out is suitable and sufficient. Conduct regular engagements to assess the quality of these elements and drive appropriate record keeping for future reference.
- Review Lessons Learned, Safety Alerts, Industry Alerts and outcomes from work by their peers to ensure that their assigned site seize opportunities to learn and improve, eliminating the potential for recurrence. Develop and discuss cross-asset strategies, techniques and practices to target continual improvement in environmental performance.
- Engagement with other operational/ functional groups within company to provide assistance or solicit advice / support for the operation. Lead/ participate in risk reviews, supporting the risk management process.
- Promotion of companies' culture within all assets and key decommissioning contracts.
- Co-ordinate companies' input to and maintenance of decommissioning related documents & Safety Cases where applicable.
- Maintain communication with contractors HSE advisors where appropriate, attending engagements and ensuring that company requirements on compliance and behaviours are being met up to and including conducting of EMS audits on the Contractor.
- In the event of an emergency, carry out such duties as identified in the ER procedures or as directed.
- Undertake routine visits offshore, and audit and support the offshore efforts as appropriate.
- Environment input to well operations planning and oversight of delivery.
- Regular interaction with onshore support teams for their site, including attendance at meetings where required.
- Communication with site HSE Coach and OIM, including provision of onshore or site based support as required.
- Oversight and assurance of environmental related activities to ensure appropriate and timely progress of issues, recording of relevant information and ensuring suitable and sufficient close out activity.
- Engagement with onshore health & safety advisors, Technical Safety Engineers & other Functional Groups to support operational needs.
- Audit and Incident Investigation support as required; oversight and assurance per above if not directly involved.
- Planning, preparation, conducting of pre-inspection checks, execution of and follow up on Regulatory Inspections including the compiling of information related to findings and writing / managing the concluding Inspection letter.
- Engagement with Regulators for reportable events, or where non-reportable events generate Regulator interest.
- Management of companies' technical resources where there is a need for their direct engagement with the Regulator
- Ensure North Sea HSE Manager is aware of emerging issues & unsolicited regulatory communications.
- Maintain a thorough understanding of Safety Case, COMAH Case, Performance Standards, Regulations, EQ procedures and industry practices.
- Support Risk Assessment activities whether task based, SARA or ORA/WORA requirement.
- Assist in management of the CoW system and continual assurance of permit/risk assessment suitability.
- Continual engagement with the site HSE Coach to identify and appropriately manage emerging issues.
- Ensure Level 3 monitoring program is progressed and feedback on findings & actions is appropriate and escalated as necessary.
- Where program may be impacted by emerging trends, work with the HSE Coach to reassess the plan priorities based on the findings and required actions.
- Provide assurance that incidents, near misses and non-compliances are investigated thoroughly by responsible parties, aligned to procedural expectations and delivered in a timely manner. This may include leading investigations where appropriate.
- Ensure resultant actions are SMART and subsequent closure is appropriate to address the action requirements.
- Interface with contractors and service providers at site on HSE matters, including reporting performance or compliance issues to HSEA Function such as competency or equipment shortfalls where HSEC has had to intervene and/or take remedial action.

- Strong communicator (written/verbal) and comfortable dealing with & presenting to different levels in the organisation.
- Understanding of UK regulatory regime from an Environment perspective.
- Working knowledge of offshore including oil & gas processing, water treatment, utilities and drilling/well operations.
- Strong appreciation of both Major Accident Hazards (Causation and Prevention) and Environmental Consequence.
- Atmospherics awareness desirable.
- Strong, demonstrable analytical skills and an effective decision maker able to demonstrate a proactive approach, with good time management, prioritisation and organisational skills.
- Work proactively, seeking sustainable solutions to challenges which may arise and share them across the business.
- Demonstrates continuing personal and professional development.
- Previous experience as an environment advisor within the oil and gas industry with decommissioning experience being desirable
- Experience and understanding of risk assessment techniques, permit to work processes and other key integration processes, which contribute to safe working practices.
Essential
- Qualified to Degree Level in an Environmental field or equivalent experience and can evidence professional and personal development and/or learning.
- Member of relevant professional body.
- Current, valid offshore survival and medical certification
- Environmental management system (EMS) audit qualification desirable.
- Oil spill response training desirable.
