EnvironmentalNES Fircroft are delighted to be working with a major Oil & Gas Operator who are looking for a HSE Transport Advisor to work on a 28/28 rotation.
As the HSE HMD Transport Advisor you will work and operate from HMD (JV) Joint Venture base location, the main role of the HSE Transport Advisor is to develop road transportation standards at Ops sites and other projects within the organisation. By implementing these standards within Operations it shall provide assurance to Management that all operations and areas of influence are complaint to Land Transport Management System (LTMS) standards.
Purpose of the post:
Provide leadership to develop National personnel to take-over the duties of the Transportation Advisor
Assist in implementing and enforcing the Land Transport Management System across the projects.
To provide technical support the business during the development of HSSE infrastructure initiatives in the area of land transportation.
Provide assurance to the business that the risks from land transportation is being effectively mitigated.
To Identify and prepare transport procedures, training, competency assessment and maintenance for parts of the business.
Provide assurance to Management to generate safe transport operations within their area of operations.
Prime Responsibilities:
Monitor vehicle and driver standards within the operations, including contractors.
Develop and implement procedures for new Contractors being brought within operations and assist in the development of HSE transportation requirements within new contracts and tender documents.
Maintain and communicate to shareholders, the LTMS and provide advice to the HSSE team where there is none compliance.
To develop a transportation audit protocol and supporting documentation.
Develop and routinely update the JV transport policy to ensure that it meets the minimum JV driving safety expectations.
To ensure the JV driving standard is effectively imbedded in the JV workforce.
To lead and actively participate in the transportation risk assessment process (where required)
To lead and participate in the accident investigation process (where required)
Carry out transportation audits and or reviews when requested.
To regularly provide all management/Contractors with accurate advice on HSSE transport issues.
To ensure best practice is understood and shared between other international Oil Companies (IOC) and establish a data base of lessons learned.
To provide support to the HSE team, Managers and advisors during the HSE skills enhancement process of Driver competency assessment, training and maintenance.
To ensure that the Vehicle monitoring system (VMS) is being managed and reported effectively by the site locations.
Advise on technical aspects on load plans and tie downs schemes on heavy or abnormal vehicle loads.
To effectively and accurately report HSE safety performance.
To ensure full compliance with JVs lifesaving rules (LSR)
Work within an HSE system that promotes a culture of openness, has initiative improve and has no limits to leaning.
Act in an advisory role to site management where violations to the LTMS are committed.
Assist in the nationalization process of trained transport advisors at site locations.
Key skills required and competencies:
Hold a valid National driving licence for all categories B,C,D,C E.
Qualified as a driver assessor, including off road driving skills.
Training/qualifications in auditing
Able to inspect all classes of vehicles and report faults to relevant company Management through JV Management chain.
Ability to engage Contractor Senior Management and influence outside agents as required – evidence of this experience required
Self-motivated and proactive.
Prepared to work alone and or as a team and have good planning skills.
Good skills of controlling all transport related matters
Good knowledge of Land Transport Management Systems & International vehicle standards.
5 years working knowledge on Oil&Gas projects.
