Program Summary

The KBR UABOS Program provides comprehensive BASE OPERATING SUPPORT - INSTALLATION (BOS-I) services at Incirlik Air Base in Turkey. These services are delivered to support the 39th Air Base Wing, mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. The program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of UABOS and its associated units.

Job Summary

The UABOS (Turkey) Quality Manager will be responsible for leading and overseeing all quality assurance and control activities in support of Air Force logistics and maintenance operations, ensuring compliance with ISO 9001 standards and contract Statement of Work (SOW) requirements. This role manages the Quality Management System (QMS), implements quality policies and procedures, and coordinates the work of quality personnel to drive continuous improvement through Lean and Six Sigma methodologies. The Quality Manager will monitor operations to prevent defects, analyze trends, lead audits and inspections, and develop corrective actions, while acting as the primary liaison with customers to ensure satisfaction and program alignment. Additionally, this position will mentor quality team members, optimize resource utilization, and ensure full compliance with applicable regulations and safety standards. This role supports operations across three bases in Turkey: Incirlik Air Base, Izmir Air Station, and Ankara Air Station.

Roles and Responsibilities
  • Lead and manage the Quality Management System (QMS) in compliance with ISO 9001 standards and contractual Statement of Work (SOW) requirements.
  • Oversee quality assurance and control efforts supporting operations at Incirlik Air Base, Izmir Air Station, and Ankara Air Station.
  • Develop and implement quality policies, procedures, audits, and continuous improvement initiatives using Lean and Six Sigma methodologies.
  • Analyze maintenance data and trends to identify and address quality issues through corrective and preventive actions.
  • Conduct performance evaluations, inspections, and internal audits to ensure adherence to quality and compliance standards.
  • Serve as the primary point of contact for customers, maintaining strong relationships and resolving quality-related concerns.
  • Mentor and coach quality team members to promote growth, accountability, and high-performance standards.
  • Drive process improvement by evaluating operational changes and identifying opportunities for efficiency gains.
  • Ensure compliance with all administrative policies, safety standards, and regulatory requirements.
  • Collaborate with cross-functional teams to integrate quality standards across all logistics and maintenance operations.

Basic Qualifications
  • Must be a U.S. Citizen with a current U.S. Driver's License (minimum "C" Class)
  • Possess passport book (not passport card) with at least 6 months of remaining validity AND 6 blank visa/stamp pages remaining.
  • Possess a NACI clearance or ability to obtain one.
  • Bachelor's degree with a major study in Logistics, Maintenance, Business, or Quality Assurance or equivalent work experience.
  • 5+ years of quality supervisor/manager experience (industry-specific experience is a plus).
  • 5 years' experience performing quality control in an industrial environment.
  • 3 years' experience in administrative, professional, analytical or other work related to ISO 9001/14001 programs or operations is also required.
  • Experience with the development and implementation of corrective and preventive action, audit, and continuous improvement programs.
  • In-depth knowledge of tools, concepts, and methodologies of Quality and Project Management.
  • In-depth knowledge of Microsoft Office Suite (PowerPoint, Excel, Word, Visio, SharePoint).
  • Excellent written and verbal presentation skills.
  • Knowledgeable of FAR.
  • Other duties as assigned.

Preferred Qualifications
  • Certifications such as ASQ, Lean Six Sigma, or Project Management.
  • Experience with the development and implementation of corrective and preventive action, audit, and continuous improvement programs.
  • In-depth knowledge of quality and project management tools, concepts, and methodologies.
  • Proven ability to lead and mentor teams in a fast-paced, dynamic environment.
