The Opportunity:
We are seeking a highly skilled Commercial Specialist to join our team in supporting the commercial function by performing routine activities and providing accurate, timely and relevant information. Coordinates with related areas including operations, finance and project controls. Contributes to negotiations of key subcontracts and purchase orders, including appropriate flow downs, other risk, and compensation provisions from the prime contract.
The Commercial and Procurement Manager will provide support to sustainment activities within the SPO providing oversight of all commercial aspects of contracts and agreements. Specifically, they will participate in the fulfilment of all contract requirements, interface with internal business areas to ensure and assure contract compliance. Under general direction of they will use their specialised knowledge and skills to solve complex and unique problems. The Commercial Specialist will be responsible for evaluating and managing project commercial risks, ensuring the project's finance, insurance, controls, estimating, compliance and procurement activities are in line with Commonwealth policy.

Scope & Responsibilities
- Support the development of tender and conduct response evaluation in accordance with AUSDEFCON suite requirements
- Assists with the commercial and procurement functions in the sustainment areas.
- Assists with planning, organising and developing all procurement documentation required for projects, and obtains relevant internal approvals.
- Maintain a safe and healthy work environment.
- Manage the contractual, procurement and financial activities and relationships including, but not limited to:
- Manage sustainment procurement activities through Direct Commercial Sales and Foreign Military Sales methods.
- Assist with commercial risk, opportunity and issues management.
- Assist with export controls and international trafficking in arms regulations (ITAR) advice, management and compliance.
- Manage Intellectual Property and Technical Data in accordance with the Approved plans (as applicable and appropriate).
- Where appropriate support Contract Performance Reviews and inputs to the contract reviews with the client.
Budgetary Responsibility
- Follow commercial delegations as allocated by the Commonwealth.
Qualifications & Experience
- Have a minimum of five years' experience in a similar role.
- Possess a relevant recognised tertiary qualification in Business, Legal, Finance or similar, or demonstrate relevant professional experience.
- Experience in Defence and Commonwealth Government finance and contracting policy and practices.
- Experience in Defence procurement.
- Experience with MILIS and CARDS highly desirable.
- Experience in financial planning, pricing, planning, billing procedures and contract administration.
- Experience with SAP is desirable.
- Experience with implementation of and compliance with export controls and the US International Traffic in Arms Regulations (ITAR) is desirable.
- Demonstrated ability to develop and maintain spreadsheet models.
- Experienced user of MS Office products.
- AGSVA security clearance - NV 1 (minimum - with ability to obtain NV2 is required)
