Engie Yanbu for O&M Company Ltd. is operating & maintaining the SWRO Plant of 450,000 M3/Day net potable water capacity. Engie Yanbu for Operations and Maintenance Company is single shareholder Limited liability company established under the laws of Kingdom of Saudi Arabia. The O&M company is performing services through an O&M agreement for the Owner of the SWRO Plant; The Yanbu International Water Company. The project is a Greenfield IWP with a 25 year WPA with single off-taker Saudi Water Partnership Company (SWPC). The desalination plant is located near the town of Ar Rayyis (140 km west of Madina), Yanbu region on the Red Sea coast of the Kingdom of Saudi Arabia. Yanbu 4 is planned to serve both Madinah and Makkah regions through two planned independent transmission lines.

Engie Al Jubail for O&M Company Ltd. is operating & maintaining the SWRO Plant of 570,000 M3/Day net potable water capacity. Engie Al Jubail for Operations and Maintenance Company is single shareholder Limited liability company established under the laws of Kingdom of Saudi Arabia. The O&M company is performing services through an O&M agreement for the Owner of the SWRO Plant; The Al Jubail International Water Company. The project is a Greenfield IWP with a 25 year WPA with single off-taker Saudi Water Partnership Company (SWPC). The desalination plant is located in the industrial city of Jubail on the Arabian Gulf coast in eastern Saudi Arabia, around 100 kilo meters from Dammam. The Jubail 3B SWRO Plant is serving Riyadh and Qassim with potable water. The plant include storage tanks with one day's production capacity in addition to in-house solar capacity to reduce power consumption from the kingdom's national grid.

Job purpose:

The Plant General Manager will be responsible for the day to day operations and overall management of the two O&M companies in accordance with respective companies O&M agreements. This includes ensuring compliance with applicable laws, regulations, and Management Committee resolutions, while driving operational excellence, maximizing plant efficiency, and delivering results aligned with company objectives and stakeholder expectations.. The Plant General Manager will be responsible for ensuring synergy between the two plants, having unified O&M strategies and standards. The Plant General Manager will report regularly to the Owner regarding operational issues at the Plant according to the Company obligations as described in the O&M agreement.

Principal Accountabilities:

The Plant General Manager's responsibilities will include but not be limited to:

• Responsible for HSE in the O&M teams and leading the H&S culture in his teams. Ensure HSE compliance within the entire O&M team including contractors at both sites.
• Development of business objectives, strategies and procedures to achieve the performance standards, financial performance, targets and obligations as set forth in the respective OMAs;
• Ensure the performance levels and availability achievements of the company meeting the agreed targets and objectives.
• Implementing the decisions and plans of the Board of Directors and providing the Board of Directors with annual operating accounts, budgets and long-term plans on an annual basis as well as any other reports and plans as may be required by the Board of Directors by resolution or written request of the Board of Directors, from time to time;
• Ensuring the full engagement of all the Stakeholders in all relevant developments relating to the O&M Companies.
• Select and recruit staff and ensure there is implementation of long term, sustainable and progressive training regimes for the employees of the O&M Companies.
• Ensuring that the Jubail 3B SWRO and Yanbu-4 SWRO plants comply with all Laws, including the standards and requirements of all applicable environmental laws;
• Interact with the owner and EPC contractor during the warranty periods of the two plants.
• The formulation of business plans, which will include long term and annual operating plans and budgets; Take full accountability for the financial performance of the O&M Companies, ensuring alignment with operational and budgetary objectives.
• Approve and oversee departmental performance Key Performance Indicators (KPI) aligned with plan objectives
• Fostering good industrial relations at the Site;
• Implementation and maintenance of systems and procedures to ensure efficient, safe and environmentally compliant Plant operations;
• Fostering good relationships with key local groups and communities;
• Conduct emergency prevention and response planning and act as regulatory liaison to local, regional, and federal officials and government agencies;
• Ensuring internal processes are implemented so that the Plant complies with Owner's safety standards, local and national standards, and the other standards required under the WPA; and
• Creating and maintaining a working environment to enable the Plant to meet its performance requirements
• Ensure compliance with all applicable laws, including environmental standards and legal requirements.
• Identify common areas of the two plants that enhance synergy and plant efficiency.

Qualifications

• Degree in mechanical, chemical or electrical engineering.

Experience

• Minimum 10 years relevant working experience in power generation & water production facilities with at least 3 years in a Plant General Management role.
• Experience with SWRO plants.
• Experience with a multinational corporation in a cross-cultural environment is a plus.
• Plant experience in GCC.

Specific Knowledge / Skills

The ability to:

• Set up an O&M company.
• Develop and maintain budgets.
• Administer commercial contracts.
• Resolve complex technical issues, plan and organize major overhauls.
• Strong interpersonal skills, excellent communication, negotiation, team management and coordination skills.
• Proficiency in IT user (windows, SAP) and intermediate applications (MS Office)

Language

• Advanced level of English. Knowledge of Arabic or any other languages is a plus.

Location / Travel

Kingdom of Saudi Arabia,

• Jubail-3B Plant is located in the city of Jubail on the Arabian Gulf coast in eastern Saudi Arabia, around 100 kilo meters from Dammam city.
• Yanbu-4 Plant is located near the town of Ar Rayyis,Yanbu region on the Red Sea coast of the Kingdom of Saudi Arabia, around 140 km west of Madina city.
• The Plant General Manager is expected to be based at one of the two locations with regular travel to visit the other plant.
