JOB SUMMARY:

The Control Room Operations Team Leader reports directly to the Plant Manager and directs, leads, and supervises a team of operations personnel in a cross-functional multi-craft, multi-skilled plant environment at a Fossil power plant who share responsibility for its safe, efficient, and reliable operation. This position directs, plans, and coordinates plant operations and staffing to meet site production needs. This position champions employee and contractor safety programs, drives continuous improvement in plant operations and maintenance and actively participates in budget development and the effective management of allocated financial resources. This position effectively manages operational and maintenance issues to support system needs, evaluates performance of and develops direct reports, maintains high standards of diversity and inclusion, ethics and integrity, and drives continuous improvement by serving as a champion of change. The Control Room Operations Team Leader will design, develop, implement, and continually evaluate programs for which they are responsible for by utilizing metrics and review of key results.

JOB DUTIES/RESPONSIBILITIES:
  • Responsible for safety, compliance, budgeting, reliability, and all other aspects of plant operations
  • Provides direction to operational/maintenance personnel, schedules shift resources, and manages staffing issues
  • Provides leadership for and the development of direct reports to support a culture of strong fundamentals of operation and maintenance
  • Embraces and support human performance improvement initiative as it related to shared understanding of excellence, personal-joint accountability, feedback-coaching exchange, etc.
  • Assures that plant operations/maintenance personnel comply with safe work practices and processes, comply with plant procedures, and efficiently and effectively operate and maintain the plant equipment
    Develops procedures, checklists, and performance measures to monitor process controls to ensure that all operations, maintenance, and regulatory requirements are fulfilled within staff
  • Develops, implements, and maintains a high standard of performance through the use of operational procedures, operations rounds/trending, shift turnover, protection system functionality, water chemistry, system descriptions, maintenance procedures, etc.
  • Works with system planning organization (SPO) to maximize plant production, schedule unit testing, schedule planned outages and communicate operational issues and forced outage return to service
  • Develops and maintains strong relationships with internal and external interfaces and key strategic alliance partners
  • Maintains an awareness of the latest industry research and practical application to drive continuous improvement
  • Provides and supports budget/project development and cost control for short range work plans and long range strategic planning
  • Prepares and manages budget in assigned areas to leverage our financial process to manage deviations from the approved annual budget
  • Initiates and provides leadership in respect to in end-to-end contract management/contractor oversight for routine and outage work
  • Evaluates and champions gap closure actions that are consistent with the company's overall business strategy
  • Utilize prior lessons learned and site pre-commissioning lessons learned to refine and improve operating procedures, training plans, unit operating and bid parameters, alarm management, surveillance testing, work management strategies, and all Operations/Maintenance fundamentals.
  • Provides leadership and technical direction for unit troubleshooting and liaise with vendors, OEMs, and internal/external subject matter experts to improve team and site performance.

MINIMUM REQUIREMENTS:

Minimum Education:
  • High school diploma or equivalent
  • Preference for candidate with a bachelor's degree in a technical field such as engineering or equivalent work experience (e.g. 10 yrs of power plant experience)

Minimum Experience:
  • With technical degree: 5+ years of Power Plant Operations/Maintenance or engineering experience
  • Without degree: 10+ years of power plant experience
  • Desired: Experience with a fossil power plant

Minimum Knowledge, Skills, and Abilities:
  • Extensive knowledge of power plant operating and maintenance practices, equipment maintenance strategies, lock out/tag out or Tagging Procedure and other safety procedures
  • Demonstrated ability to communicate and work effectively with contractors and outside agencies
  • Demonstrated ability to actively engage subordinates and other plant personnel to strive for operational excellence
  • Proven analytical and problem solving skills. Excellent communication skills and ability to interact effectively with all levels of the organization
  • Ability to quickly and accurately address complex problems using creative solutions
  • Has a history of strong accountability for results
