Project Overview:
Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.
The positions on this project will start as assignment in Navi Mumbai, Dahej or Nagothane.
Job Summary:
Assigned to a field construction organization in a supervisory/managerial position. Responsible for the organization and activities relating to temporary construction facilities, utilities, plant & machinery, permits & site access, small tools & consumables, RMC and scaffolding including liaison with relevant stakeholders. Establishes the temporary facility program including methods, testing and performance requirements.
Major Responsibilities:
- Establishes requirements for temporary utilities and facilities and develops a preliminary plan for project temporary utilities and facilities across all areas of the jobsite.
- Establishes the process for requesting plant & machinery, permits & site access, small tools & consumables, RMC and scaffolding for the jobsite. Ensures that the process is seamless and corrects deficiencies as required.
- Ensures that jobsite roads, bridges, paths, jobsite offices, satellite cabins, stores and warehouses, toilets, canteens etc. are considered in the plan including adequate safety measures and controls.
- Implements structural support and ground support (Formwork, falsework, special lifting gear, trench support, propping, underpinning etc.).
- Supports batch plant planning, execution, monitoring and control.
- Coordinates with other subcontractors and external stakeholders (or subcontractors) to plan construction schedules
- Reviews and approves Temporary facility designs produced within the team or delivered by external entities as supported by the PFE.
- Ensures safety in the design and design checking process in coordination with the PE, construction and inspection.
- Plans and recommends procedures to be implemented by construction contractors to ensure temporary facility operations are within requirements of engineering design and specifications.
- Maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of plans and specifications.
- Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment and to ensure that other corporate programs/rigging operations are fully utilized.
- Coordinates with the Site Manager for any work related to contract administration and activities affecting the contract administration operation.
Education and Experience Requirements:
A recognized degree in an engineering or scientific discipline. Actual work experience leading to a thorough understanding of the technical knowledge described above. Minimum 20 years of experience required.
Required Knowledge and Skills:
- Extensive working knowledge of construction planning, monitoring and control.
- Extensive technical knowledge and experience in temporary plant equipment, facilities, layout and design to effectively coordinate with multiple stakeholders for smooth execution.
- Experience in brown field work, construction activities, and execution.
- Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
- Prior experience supervising and administering multiple subcontractors.
- Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
- Knowledge of Indian standards and specification and codes as applicable, including various safety procedures and practices associated with the construction/rigging activities.
- Familiar with Bechtel's Business Ethics handbook and policies.
- Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
- Knowledge of project-specific environmental compliance requirements.
- Knowledge of Bechtel's "Zero Accidents" safety program.
