Service Title: Senior Contracts and Methods Engineer

Context
Development studies for Block 20/11 are performed by the GPI, which is a multi-disciplinary and dedicated structure, acting on behalf of the Affiliate (TEPA) in accordance to HQ processes in terms of methodology and governance. This choice is justified by project context, field complexity and the overall project schedule (Fast -track project, 5 years from farm-in and operatorship transfer to First Oil).
The development consists in production by subsea wells to a spread moored FPSO ( 75 kbopd, 60 kbop water injection, 400 MMscfd gas reinjection, oil tandem offloading) with a contextualized Technical Referential
ACTIVITIES
Contracts Administration:
- The Service holder contributes to the Contracting processes and liaises with various stakeholders to ensure operational objectives are met and proper communication on Service holder’s activity:
- Timely update of the Project Contract Follow-up Schedule
- Proactively build and maintain relationship with Technical Entities (work in Duet) and suppliers to establish and maintain a highly effective service.
- Ensure that all insurance, tax, legal and compliance issues of company assets and personnel are dealt with.
- Use Affiliate and Projects Group frame agreements and frame contracts as needed.
- Update the Suppliers and Contracts management tools and use e-sourcing tool whenever possible.
- Report activity including savings achieved using the available reporting tools.
- The Service holder ensures proper management and anticipation in the activities of Technical Assistance Services (TAS) and General Services Contracts
- leads the Contract or Purchase Order (PO) award process to provide the Services required to satisfy the operational needs of the Project
- Monitor the status of TAS contracts, General Services and long-term POs under the Project by anticipating renewals and contracting strategy needs
- Liaise with Suppliers as needed to ensure a smooth service delivery, payment of invoices
- Conduct the contract/services PO award process in accordance with Projects and Affiliate procedures, applicable laws and applicable contracts in respect of the strategy validated (call for tender (CFT), single source, extension...) and where applicable.
Contracts Methods Support:
- The Service holder provides Contracts Methods Support to the Project.
- Provide support in the correct use of Contracting Tools in line with the Group and Affiliate process and procedures
- Ensure the Launch and participation in the periodic assessment of strategic suppliers during contract execution and Contracts closure reports in liaison with the Technical Entity
- Ensure that Company’s Contractual and Purchasing Policies and applicable laws and regulations are adhered to, especially related to ethics and transparency.
- If necessary, ensure Suppliers/Contractors Qualification (including Due Diligence) process is launched and finalized before awarding a contract or PO.
- Ensure the use of the contracting documents and procedures to comply with the standards of the company and in particular with the Affiliate.
- Ensure the application of Affiliate’s General Terms and Conditions for services or the use of “localized” Company’s Group standard contracts.
- Ensure the good administration and filing of all the contracting documents and ensure that all approvals, justifications, Routing Slips, CBVs etc... are filed in line with the applicable procedures and meet audit requirements in order to minimize any potential Partner/Authorities audit claims or court actions.
- Participate in reducing contractual risks associated with interfaces with other packages and highlighting potential risks occurring during the execution of the contract.
- Ensure that clear and accurate records of contractual matters are maintained and monitor key dates, against dates defined in the contracts and highlighting progress and encountered areas of concern
- Follow up Contracts KPI with other Packages and ensure regular reporting for the Project
Deliverables
- Manage the contracting processes delivering best quality in time and at the optimal cost for the affiliate.
- Impose strict confidentiality with regard to the Contractual and Commercial documentation managed.
- Successfully prepare, negotiate and administer Technical Assistance and General Services Contracts for the Project.
- Provide Methods support and guidance in use of Affiliate’s and Projects Group contractual terms and Tools
- Provide weekly reports
Technical Requirements :
- Level of Qualification
- Languages: Fluent English, French recommended
- Years of Total Professional Experience, including
- 15 Years of Experience with this industry
- 10-15 Years of Experience with this discipline
- Experience with Project Tools, Contract Tools (SAP, Agora, Sequana, Esourcing)
