Job Purpose : - Plan, manage, coordinate and monitor the Safety, Health, Environment and Security issues pertaining to the Subsea Pipeline Repair Projects to ensure project deliverables comply with approved project plans and company’s HSE policies. Provides expert advice and guidance to ensure a safe working place for project team and eliminate unacceptable exposure to safety risks throughout the EPCI phase, both onshore and offshore stages.

Person Specification – Minimum Requirements
Bachelor Degree in Safety, Marine Engineering/Science/LPE or related subject with Industrial safety certification from a Professional body (NEBOSH) either Nebosh National/ International Diploma in Occupational Health and Safety, or higher (BSc., PgCert, pgDip, MSc.)

- Provide all necessary support and guidance to the HSE Safety Team – Offshore and Project Team
- Implementation and oversight of all the applicable contract HSE deliverables and expectations
- Attend, participate and lead the Site Safety Meetings, Safety Committee Meetings, Risk Assessments, Toolbox Talks, HSE walkthroughs etc.
- Participate and lead in risk assessments, JSA’s, HAZIDS etc. to ensure all hazards/risks are reduced ALARP
- Proactively support and mentor CONTRACTOR and craft on all HSE aspects applicable to the scope of work
- Be physically and visibly present in the workplace and lead by example at all times
- Conduct and participate in yard HSE inspections, audits and surveys
- Lead incident investigations
- Monitor compliance to ensure the CONTRACTOR meets all procedural and local regulatory requirements
- Proactively participate in CONTRACTOR HSE Committee meetings and forums
- Applies a high level of Safety knowledge in accordance with established Company policies, Government laws and specialized technical standards
- IMCA Competency Assessment Scheme (CAS), as well as Continual Professional Development Program (CPD) to Diving Supervisors and Divers as appropriate
- Ensure Compliances of all IMCA Guidelines, Download Safety Flashes & Information Notes and Circulate to concerned sites / departments/ vessels or Installations, as required.
- Assist in Developing of Diving Project Plan, Hyperbaric Evacuation Procedure, in close coordination with Diving Supervisors /Superintendents / Project Engineers; Prepare Emergency Response Plan (ERP), SIMOPS, Bridging Documents and MOC as required.
- Ability to provide professional consultation and problem solving on complex safety issues. In doing so, this position must exercise considerable judgement to select the proper course of action.
- Lead the internal (ISM, ISPS, MLC and ISO) vessel audit in accordance with the management system requirements, OVID and IMCA requirements
- Communication and influencing of various organization in and with Contractors in a multi-cultural environment.
- Working at multiple Office locations, TSF laydown yards & offshore locations.
- Ensure compliance with company’s Safety, Health and Environment and Quality policies, regulations and standards. Prepare Safety plans and work schedules to ensure effectiveproject completion
- Implement and uphold the company’s health, safety and environment requirements throughout project execution.
- Review EPCI deliverables and Safety study reports to support the development of the Project HSE Plans and Procedures
- Participate in design and HSE reviews (DRA, HAZOPs, HAZIDs, risk assessments) and verify related risk and reliability, Construction/installation issues are closed out.
- Supports PMT on Roadshows with Operations (Offshore/Subsea) ensure the Safety scope,challenges and support from Operations are clearly captured.
- Contribute to the development a ‘Proactive Safety Culture’ during pipeline construction and offshore installation activity in which safety leadership and values drive continuousimprovement and creates an environment of trust, transparency and genuine care for people.
- Provide oversight and guidance for HSE / regulatory compliance / performance during the Damaged Sleeper repair including the DSV operations.
Person Specification – Minimum Requirements

Knowledge and/or Experience
- 10 years varied experience in safety operations within the oil and gas industry including Offshore/Subsea Pipeline Installation /Diving Operations working knowledge.
- Minimum of 05 years experience in a supervisory capacity of health & safety management & Specific experience in managing EPCI type contract & and have good understanding of O&G safe work practices.
- Knowledge and proficiency in HSE Regulations and Best practices (OSHA, ISO 14001, OHSAS 18001, SOLAS IMCA requirements i.e. Diving & Lifting).
- Taproot© Root Cause Analysis or internationally recognized equivalent.
- OPITO BOSIET or T-HUET and Offshore Sea Survival.
- Knowledge of Offshore Requirements for Lifting Operations
- H2S awareness & mitigation plan implementation on Live Facilities.
- Knowledge of International Oil & Gas Producers Reports (IOGP).
- Behavioral Based /IIF Safety program.
