Job Purpose | - Reporting to Head of Commissioning NFXP Offshore, the Commissioning Telecom and Cybersecurity Lead is responsible for managing telecom and Industrial control system security (ICSS) cybersecurity commissioning activities during preparation and execution stage of NFXP Offshore to ensure objectives are safely met within the approved scope and schedule
- Commissioning Telecom and Cybersecurity Lead shall ensure that all his scope of work is completed in accordance with safety and quality

Key Accountabilities (Duties include but not limited to) | - Manage all execution of telecom and ICSS cyber activities to achieve commissioning schedule on target with all safety requirements especially during SIMOPS
- Monitor the contractor telecom and ICSS cybersecurity commissioning activities making sure the OPERCOM® methodology is respected and the system database ICAPS© is used properly
- Lead execution for commissioning at site (onshore /offshore) and keep commissioning execution committed to targets defined by the project management, maximising onshore commissioning activities vs offshore
- Maintain company strict Cybersecurity requirements / practices as per Company standards and policies, International Cybersecurity standard IEC 62443 and US NIST framework during commissioning /execution.
- Monitor Cybsecurity implementation for ICSS systems which comprises of DCS, IPS, FGS etc, Control systems for Electrical such as ELICS and also third party system e.g. HIPPS, PLC etc.
- Monitor network firewalls, L2/L3/L3.5 network implementation, and troubleshooting
- Make sure that the required telecom commissioning spare parts and special tools are available
- Monitoring of VENDORS activities during SAT, Punchlist clearance, OTP etc…
- Focal point for telecom and ICSS cybersecurity commissioning activites for the complete execution stage, for promoting and implementing of system completion and system completion database at site
- Review and approval of telecom and ICSS cybersecurity commissioning deliverables provided by EPC Contractor with EPC contract requirements
- Assist the NFXP Offshore Commissioning Division Manager in executing Project responsibilities for system completion, onshore/offshore commissioning and preservation scope of work and coordinating of system completion engineer, commissioning engineer team and preservation engineer
- Champion initiatives with the Contractor to deliver on the project objectives i.e. safety, quality, cost and schedule and review for contractor's commissioning execution effort and provide recommendations as necessary
- Provide guidance and timely review on contractor's commissioning execution plan and processes verifying fitness for purpose and compliance with contract requirements including codes and standards
- Ensure coordination and communication for site activities with other discipline such as contruction, Hook up and Completion Team and SHE representative and provide technical support with contractor , quality, safety, planning, engineering and start up/ performance testing.
- Review and propose mitigation for Commissioning aspects of the Risk Management Plan and Monitor the mitigation when defined
- Review all Commissioning changes, including justification for cost and schedule impacts, in accordance with the MOC procedure.
- Attend to meetings as required, mentor the trainees to develop their project skills and experience while being on site; Maintain a register of lessons learned

Job Context & Major Challenge(s) | - Manage all telecom and ICSS cybersecurity commissioning to ensure the technical objectives are safely met within the approved scope, quality, schedule and in SIMOPS
- Interfaces with various project teams and various EPC on resolving related issues that require effective communication, initiative, flexibility and an ability to induce collaboration.
- Provide start-up /performance test support on remote wellhead platform
- Maintain company strict ICSS Cybersecurity requirement / practice during commissioning /execution
- Offshore mobilization to support commissioning offshore team will be required on request

Minimum Requirements |
Technical and Business Skills | - Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT (Project Management Team)
- A high level of proficiency in written and spoken English
- Ability to communicate with Contractor's team and obtain required information as requested
- Experienced with Interface coordination and support activities and documentation.
- Familiar with network firewall, L2/L3 network implementation, and troubleshooting
- Expertise for telecom equipment (RADIO (UHF/VHF, VHF MARINE), AIS, RACON, Access control, PAGA, Data LAN & WAN, Meteorological, CCTV, Telephone, etc)
- Knowledge of Cybesercurity compliance and requirements as per International Cybersecurity standard IEC 62443 and US NIST framework.
- Expertise for ICSS cybersecurity applications such as System hardening, Backup and recovery, Disaster recovery, Patch management, Antivirus solutions, Application whitelisting, Security Information and Event management systems (SIEM), Network security monitor (NSM).
- Expertise for System security requirements such as system hardening, group policies, windows domain etc for Windows machines.
- Experience in virtualization for windows machines.
- Expertise for network security requirements for Switches, Router, firewall, Data diodes etc.

Qualifications | - Engineering degree in telecom/cybersecurity or bachelor degree with minimum 10 years experience
- Relevant certifications (CompTIA Security+, CISSP, IEC 62443 etc.) are a plus
- Windows server administration MCSE/MCITP.
- Network professional certifications such as CCNA/CCPN or any recognized vendor specific.

Knowledge and/or Experience | - Experiences for commissioning execution of Telecom equipments package such as RADIO (UHF/VHF, VHF MARINE), AIS, RACON, Access control, PAGA, Data LAN & WAN, Meteorological, CCTV, Telephone, etc. fabrication yard and onshore and offshore included interface work with other contractor.
- Hands on experiences with ICS (Industrial Control System) Network and Cybersecurity(Familiarity with IEC62443 will be advantages)
- Experience with network firewalls, L2/L3 network implementation, and troubleshooting
- Experience implementing End-Point security and system backup solutions
- Experience as interface focal point with multiple contractors on preparation, the execution phase including simops
- Experience managed EPC contractors, sub-contractors and vendors involved in the oil and gas project at many locations
- Familiar with system completion database ICAPS and OPERCOM methodology
- Worldwide commissioning experience with contractors or under companies involved in the commissioning and start up support of Offshore production facilities
- Application and in depth knowledge of stakeholder specifications, International standard and a working knowledge of Industry standards
- Conversant with ATEX/IEC regulations
