Scaffold & Rope Access Specialist
Worldwide Recruitment Solutions (WRS) is looking for an experienced Scaffold & Rope Access Specialist to support the East African Crude Oil Pipeline (EACOP) project team. This ambitious 1,445 km pipeline project connects Uganda and Tanzania, making it the largest privately-led transnational infrastructure development in the region.
As a Scaffold & Rope Access Specialist, you will play a vital role in ensuring health, safety, and quality compliance during construction activities. Reporting to the H&S Manager, you will oversee scaffolding and rope access operations, ensuring all activities align with international safety standards, best practices, and project requirements.
Key Responsibilities:
The EACOP project includes a 24-inch export pipeline, above-ground facilities, a marine terminal, and feeder lines, all developed within Uganda and Tanzania. The project is scheduled for Ready for Start-Up (RFSU) within 39 months post-Final Investment Decision (FID) and aims to meet international environmental, social, and financial standards.

As a Scaffold & Rope Access Specialist, you will play a vital role in ensuring health, safety, and quality compliance during construction activities. Reporting to the H&S Manager, you will oversee scaffolding and rope access operations, ensuring all activities align with international safety standards, best practices, and project requirements.
Key Responsibilities:
- Ensure safe scaffolding erection, dismantling, and modifications meet project needs.
- Conduct risk assessments and implement technical instructions for scaffolding and rope access.
- Oversee acceptance and regular inspections of scaffolds, documenting results and ensuring compliance.
- Verify contractor adherence to safety practices for rope access work, ensuring certified personnel and proper equipment are used.
- Monitor compliance with international standards such as OSHA 29CFR1926 and EN12811-1:2003.
- Provide guidance and mentorship to field crews on best practices and safety protocols.
- Collaborate with cross-functional teams to ensure smooth construction progress.
- Write concise daily reports and participate in project meetings.
- Bachelor’s degree with 10 years of field experience in construction, preferably in onshore pipelines and facilities.
- Certified in Scaffold Safety (OSHA 29CFR1926, EN12811-1:2003 or equivalent).
- IRATA 3 or CQP 2 Rope Access certification.
- Strong knowledge of ISO 9001:2015 standards.
- Proven experience in scaffolding and rope access oversight in the oil & gas industry.
- Proficient in industry tools like Aconex, PowerBI, SharePoint, and MS Office.
- Excellent communication skills and experience in multicultural team environments.
- Ability to work autonomously, adapt to changing priorities, and navigate complex terrain.
