Welding & Material Specialist

Job Specification

Job Purpose

  • Provide materials and welding technical expertise and guidance for all aspects of Jackets and Topsides design, procurement, fabrication, installation and testing to ensure that quality facilities are delivered.
  • To develop and implement and approve welding procedure programs (IE WPS/PQR/WPQT) for large materials.
  • To develop and implement Welding/Materials Procedures Plans and work Instructions, records etc.

Key Accountabilities

(Duties include but not limited to)

  • Maintain design integrity and quality requirements by monitoring specification compliance and reviewing welding and testing specifications and Witnessing/ Approving Procedure Qualification Programs (WPS/WPQR).
  1. Provide engineering surveillance on EPCI materials selection and welding work processes and deliverables including audit of vendor/sub-vendor sources and root cause failure analysis associated with Weld non-compliances, repairs, KPIs and Trends arising therefrom.
  2. Consistently complete EPCI Welding deliverable reviews within contractual time limit. (data sheets, requisition packages, Weld Procedures, SDRs etc) in line with Project requirements.
  3. Identify and resolve Materials/Welding Design and Construction problems to a satisfactory solution.
  4. Successfully execute information management requirements throughout project life.
  5. Apply and capture lessons learned related to materials and welding activities.
  6. Oversees the Contractor's development of the required welding / material programs and deliverables within the project budget and schedule.
  7. Facilitates interfaces among the Contractor's organization with respect to welding/material issues, planning, reporting, non conformances, Deviations, Lessons Learned etc.
  8. Provides general technical leadership, advice, and guidance as to Qatargas Welding and Materials practices and expectations. Supervise direct reports within Jackets and Topsides Quality Team.
  9. Reviews comments and approves the project specifications prepared by the Contractor(s) Ensure they are in accordance with Company's Engineering Guides and Design Practices, Codes & Standards.
  10. Submits recommendations based on QatarEnergy-LNG's Project Welding/ Materials Specifications operating and maintenance philosophies to Project Management, EPCI, Sub-Contractors.

Participates and guiding welding programs, weld test programs, welder qualification programs at fabrication yards, witnesses acceptances tests, review records and approves records and certification.

Reporting and Relationships

  1. Reports to: NFXP Head of Material & Welding Engineering.
  2. Direct Reports: None.

Internal

  1. Regular interaction NFXP Offshore Topside & Pipeline Management team, NFXP Offshore team, Major Projects Technical team, and other Major Project teams.
  2. Frequent contact with other departments within QatarEnergy LNG.

External

  1. Other Engineering Departments and their SMEs.
  2. Regular interface with contractors, subcontractors, vendors, and suppliers.

Qualifications

  • BSc in Materials/Welding or equivalent significant experience.
  • IRCA ISO 9001:2015 valid Lead Auditors Certificate is a bonus.

Knowledge and/or Experience

  • Demonstrated over 8 years experience in the role of Senior Welding/ Materials Engineer/ Specialist.
  • Demonstrated experience working for IOCS as representative and used to solving challenges with EPC contractors, sub-contractors and vendors involved in the oil and gas industry related to welding/ materials programs on large Projects.

Technical and Business Skills

  • Accountable for engineering and engineering implementation activities for promoting and implementing safety on at site, Implement the safety observations reporting and monitoring.
  • Manage for execution of engineering activities at all locations and keep the team committed to targets defined by the project management.
  • Assist the project manager topside and pipeline in executing Project responsibilities for onshore and offshore pipeline engineering including system completion and pre-commissioning workflow process.
  • Anticipate, prepare, and manage all engineering activities including system completion and all pre-commissioning procedures, to ensure the technical objectives are met within the approved scope, budget, and schedule.
  • Ensure coordination and communication for all activities with other discipline such engineering, QA, C&I, SHE, business, OES, and operations to provide technical support with contractor, quality, safety, planning, engineering and start up/ performance testing.
  • Manage implementation of engineering documents and plan which prepared by EPC Contractor.
  • Ensure Contractor Engineering submitted all documents as per schedule and timely reviewed and approved in accordance with the EPC contract requirements.
  • Manage proposed mitigation for pre-commissioning and preservation aspects of the Risk Management Plan and Monitor the mitigation when defined.
  • Accountable for all engineering changes, including justification for cost and schedule impacts, in accordance with the PMOC procedure.
  • Attend to meetings as required, mentor the trainees to develop their project skills and experience while being on site; Maintain a register of lessons learned
