No experience / No degreeDevelopment studies for Block 20/11 are performed by the GPI, which is a multi-disciplinary and dedicated structure, acting on behalf of the Affiliate (TEPA) in accordance to HQ processes in terms of methodology and governance. This choice is justified by project context, field complexity and the overall project schedule (Fast -track project, 5 years from farm-in and operatorship transfer to First Oil).
The development consists in production by subsea wells to a spread moored FPSO ( 75 kbopd, 60 kbop water injection, 400 MMscfd gas reinjection, oil tandem offloading) with a contextualized Technical Referential.
• The service holder is responsible for the supervision of HSE during construction activities carried out in Ambriz for SURF and FPSO Packages by Petromar and its subcontractors. This includes the construction of anchor piles and risers’ protectors, subsea structures, spools, well jumpers and also pre-commissioning and load-out operations. For all these activities the service holder will ensure that the activities are carried out safely.
• No direct management.
• Weather: hot and humid environment.
• Main hazards: Service involves entry into confined spaces, hot work, lifting, work at height
Work in a multi-cultural environment with different interfaces with different parties involved (COMPANY, Contractor, Subcontractor, Petromar subcontractors.
HSE:
• Comply with the HSE training required for the position.
• Adopt and to demonstrate an exemplary behavior regarding Company Ethics and “Code of Conduct” policy and HSE rules and regulations.
• Ensure the yard applies the HSE standards as per the project HSE management plan, including reporting of HSE events, KPIs, and initiatives like Zero Fatality program or any other sensibilization campaigns being applied both by Company and Contractors on the project.
• In case of incident, ensure that the first witness statement is taken, and that site evidence are identified (e.g. take pictures).
• The service holder STOP the work when and wherever necessary (if the service holder identifies an immediate risk for the personnel, environment or asset)
• The service holder promotes the implementation of the HSE Charter and the No Blame policy.
• Ensure Petromar has Job Risk Assessment and Work Permit system implemented (with vigilance to Confined Space, Lifting, Hot Works and work at height). The service holder verifies that all the mitigations identified in JSA and PTW are properly implemented.
• Work in close liaison with Contractor HSE Coordinator
• Attend and participate in daily meetings and Toolbox Talks.
• Represent the Project in all HSE activities on the yard (JRA, KoM, HSE audits and Committees, and regular drills for handling emergency response, etc.…),
• Conduct regular HSE awareness and toolbox meeting regarding past events on the industry.
• Conduct daily inspections and regular audits to ensure the procedures defined for the Project are being applied, housekeeping is maintained, and that all safety equipment being used by contractor are fit for purpose.
• Maintaining the working conditions with minimal risk of personnel harm and adverse impact to the environment.
• Incentivize and motivate the contractor personal to report any incident, anomaly, unsafe act, near miss, damage, spill, injury etc.
• To provide HSE advises to the COMPANY Construction team.
• To analyze / resolve HSE issues and problems encountered by Construction team.
• To implement HSE methods for the supervision of the day-to-day activities.
• Participate in the implementation of Safety Campaigns, Safety Initiatives and local communities’ initiatives.
Reporting:
Ensure adequate and timely reporting to COMPANY Site Representative.
Ensure the follow-up of tracking of anomalies, incidents, accidents performed by the Contractor and maintain required HSE indicators (KPI's) for the project activities in the relevant construction site.
Technical Requirements:
• A degree in Engineering, Environmental Science, or a related field.
• Professional certification in Health, Safety, and Environment (e.g. NEBOSH certificate/Diploma).
• Experience in HSE supervision, preferably in construction yard construction for Oil and Gas Project.
• Previous experience in Angola yard
• Familiarity with local and international HSE regulations.
• Language: Portuguese and English mandatories, French is a plus
• 5 years minimum of similar experience
• Ability to guide and motivate the team to prioritize safety.
• Excellent communication skills to effectively convey safety protocols to the team.
• Ability to identify potential safety hazards and devise solutions.
• Attention to detail to ensure all safety measures are in place.
• Ability to adapt to changing conditions and respond to safety emergencies.
