Job Title: PMC Electrical Engineer – Basrah Refinery Project
Location: Basrah, Iraq
Reports to: PMC Commissioning Manager
Position Overview:
We are seeking a highly skilled and experienced PMC Electrical Engineer to play a crucial role in the precommissioning and commissioning phases of a major refinery project ensuring that all electrical construction, pre-commissioning, commissioning, and operational activities meet project specifications, timelines, and safety standards.
This position demands extensive experience in refinery or large-scale petrochemical projects, with an emphasis on electrical systems and equipment. The role requires proactive collaboration with engineering, construction, and operations teams, as well as strict adherence to project management and regulatory requirements.
Responsibilities:
- Pre-Commissioning Activities:
- Review electrical designs, layouts, and drawings to ensure compliance with project specifications, industry standards, and safety requirements.
- Review and approve electrical pre-commissioning procedures and test plans.
- Oversee the installation, testing, and calibration of electrical equipment, including switchgear, transformers, motors, control systems, cables, lighting, grounding systems etc.
- Oversee and coordinate testing procedures for electrical systems, such as insulation resistance testing, cable continuity, high voltage testing, protection relay testing etc.
- Conduct inspections and tests as required to ensure compliance with project specifications, industry standards, and regulatory requirements.
- Coordinate with other disciplines (instrumentation, mechanical, and control systems) to ensure seamless integration and timely completion of pre-commissioning and commissioning activities.
- Commissioning Activities:
- Work alongside commissioning teams to implement detailed commissioning procedures for all electrical systems, including power distribution and control systems.
- Lead the commissioning team in the systematic energization and testing of electrical systems.
- Identify, troubleshoot, resolve and monitor all electrical equipment performance issues that arise during precommissioning and commissioning missioning.
- Coordinate with the operations team to ensure a smooth transition to operational phase.
- Provide technical support and guidance to the commissioning team.
- Prepare and review commissioning reports and documentation.
- Technical Support:
- Provide technical expertise and problem-solving skills to address electrical engineering challenges.
- Review and approve engineering deliverables related to electrical systems.
- Participate in technical meetings and reviews to ensure alignment with project objectives.
- Identify and implement cost-effective solutions to optimize electrical system performance.
- Quality Assurance:
- Ensure adherence to quality standards and procedures throughout the precommissioning and commissioning phases.
- Implement quality control measures to minimize defects and errors.
- Conduct regular quality audits and inspections to verify compliance.
Qualifications:
- Bachelor’s degree in electrical engineering.
- Minimum of 15 years of experience in the oil and gas or petrochemical industry, with a strong focus on refinery projects.
Additional Preferred Qualifications:
- Experience with refinery process control systems (DCS, PLC).
- Proficiency in electrical design software (e.g., ETAP, SKM).
- Certification in relevant electrical safety standards (e.g., NEC, OSHA).
Experience:
- Proven track record in precommissioning and commissioning of large-scale electrical systems.
- In-depth knowledge of electrical engineering principles, standards, and codes (e.g., IEEE, IEC, NEC).
- Strong understanding of electrical protection systems, power distribution systems, and control systems.
- Knowledge of hazardous area classification and electrical equipment selection for hazardous environments.
- Excellent problem-solving, analytical, and decision-making skills.
- Strong communication and interpersonal skills to effectively collaborate with multidisciplinary teams.
