RESPONSIBILITIES

Knowledge and Understanding of Prime Contract - Able to identify the key contractual requirements in terms of bonuses, penalties, risks, opportunities, and key delivery milestones.

Workshare Projects:
  • Jointly develop the Work-share Execution Procedure with Home Office Project Engineering Manager
  • Implement the engineering workshare procedure for defined scope of work.

Production and Management of Deliverables
  • Familiar with work sequence and deliverables for each engineering discipline during each project phase including inter-dependencies.
  • Ensures preparation and updating of Document Index in EDMS, compliant with delivery dates, weightages, and Client requirements.
  • Able to generate and authorise key engineering documents including those directing strategy and implementation.
  • Ensure CAD guidelines are developed and issued for all 3D and 2D activities prior to the commencement of execution of the project.

Understanding and Management of Technical Scope
  • Prepare and manage engineering aspects of the Project Execution Plan (PEP) and associated procedures, forms and instructions and assist the Project Manager in its implementation.
  • Ensure changes to scope are controlled using project change management procedure.
  • Has overall technical understanding across disciplines; understands limitations and risks; understands when third party involvement is required.
  • Has working knowledge of the flow of information and interfaces between disciplines. Able to challenge working method, deliverables, and man-hours per deliverable where applicable.
  • Communicate key contractual requirements including - scope, schedule, quality, and risks associated with engineering scope and overall project execution aspects to all team members.
  • Ensure Lead Engineers adequately and appropriately populate the EDMS and update accurately as required.

Schedule, Budgets & Progress Management
  • Understands Project schedule, including interdependencies, coordinates engineering schedule reviews within the project team.
  • Develop and track engineering resource plans (i.e. MPP) as per project schedule; Mobilise resources as per project requirements.
  • Finalize budgets for engineering disciplines and approve Control Budget for execution.
  • Track engineering progress (Plan / Forecast / Actual) and ensure it is realistic and achievable; develop mitigation strategies for all shortfalls.

Design Verification
  • Ensures that requirements for Design Verification are identified, scheduled and resourced.
  • Implement Quality Management System requirements with regards to discipline / QA audits, Technical Governance and specific design reviews as applicable.
  • Support / coordinate Client Audits where applicable.

Engineering Management and Leadership
  • Competent at managing and leading a multi-discipline team.
  • Deputise for Project Manager as required.
  • Convene and chair project engineering coordination meetings and ensure effective communication at and between all levels on a project.
  • Appraise the Management of the key execution issues and overall project performance during the Project Review Meeting; Highlight areas of execution concern and proposed corrective actions and solicit their help in resolving issues where appropriate.
  • Identifies and maintains engineering risk register as per Risk Management Framework; and implements risk mitigation plans. Identifies and implement opportunities.
  • Participate in engineering - procurement interface meetings for providing inputs on required supplier documents for engineering and authorize all engineering changes associated with equipment / material supply scope. Be fully aware of the status of material delivery and issues surrounding material purchase and delivery.
  • Participate in engineering-construction interface meetings for understanding priorities of construction and facilitate its delivery.
  • Participate in Client / External Contractor Interface reviews as Engineering Focal Point for own work scope and execute actions as applicable.
  • Prepare weekly / monthly engineering reports as per requirement.
  • Ensure that the content and objective of the Health, Safety, Security, Environmental and Sustainability (HSSE&S), Quality and the Information Security policies are implemented and understood by all supervised staff.
  • Client Interface: Ensure client's requirements on engineering issues are addressed.
  • Ensure that the engineering team is complying with project confidentiality and non-disclosure agreements.
  • Manage, where applicable, the engineering review of bids
  • Manage preparation, review, and consolidation of engineering inputs to sub-contract requisitions.
  • On PMC Projects hold regular meetings with the other EPC Contractor's engineering team and monitor the engineering scopes of other EPC Contractors.
  • Understand constructability issues and ensure these are reflected in the design. Develop a construction contract strategy. Ensure contract and material requisitions reflect the requirements of the prime contract.
  • Properly allocate the preparation of non-engineering deliverables (e.g., construction contract requisitions, miscellaneous material requisitions) to the appropriate specialist group. Develop a material requisitioning strategy. Ensure that the material requisition is consistent with and does not overlap with the purchase terms and conditions.
  • Cost Focus: Ensure project invoices are raised and paid in a timely manner in work share projects.


QUALIFICATIONS

  1. Graduate in Engineering in a relevant discipline
  2. Minimum twenty (20) years' experience in managing FEED / EP projects in Oil & Gas or related industry
  3. Experience in an engineering discipline will be an advantage
  4. Registration / Certification by a professional association such as Project Management Institute (PMI)
