Airswift is looking for a Quality Project Manager to work in Richland, VA, for an initial 1-year assignment on an offshore wind project.

This position is for a QA Project Manager to represent the client for our Clients Offshore Wind Project. The project entails the construction and installation of 100+ wind turbine generators and associated equipment off the coast as well as the onshore transmission network scopes including: the underground transmission; overhead transmission; a new switching station; and the expansion of an existing substation.

The QA/QC Project Administrator will report to the QA Project/Program Manager for the Project. This position is responsible for providing leadership to ensure successful development, implementation, and management of the Quality Assurance Program for the Project which includes four onshore scope packages. This assignment will include Quality Management Administrative duties associated with the design, manufacturing, construction/installation, testing, and commissioning for the project. This role will be responsible for assisting the QA Management Team to ensure proper compliance to the applicable codes, standards, specifications, and project documents. Day-to-day interaction with the Clients Quality Assurance Management Team Members will be required to ensure all equipment is manufactured, transported, installed, constructed, and commissioned, as required. The candidate will be required to work with multiple contractors to ensure the design, manufacturing, construction, commissioning, and testing activities meet the clients' requirements of the project.

Responsibilities:
  • Work with the on-site QA Manager for the On-Shore Scope of Work during the design, development and construction phases of the project and ensure seamless interface with the offshore package managers.
  • Support all phases of the project for each Project Package including coordination between packages, assist the Dominion QA Managers with the coordinate of on-site safety during construction, transportation, installation, and commissioning.
  • Monitor and report the status of Quality of the manufacturing and construction activities to the QA Project Manager.
  • Assist in manage of project risks for the Project.
  • Liaise and interface with the Transmission and Transportation and Installation Project Manager, Interface Project Manager, and Commissioning Manager regarding work plans, schedules, and requirements for construction, installation, and commissioning of projects.
  • Review and monitor progress of manufacturing and provide accurate reporting to QA Project Manager.
  • Provide support to the QA Team and assist in resolving technical, construction, commissioning, and warranty issues.
  • Coordinate and work closely with the Owners QA Team, Contractors QA Team, and other Quality Management Team members to ensure the highest level of quality is achieved throughout the Project Life Cycle.
  • Work within the ACONEX Program to log, track, and close out Quality issues.
  • Participate in multiple meetings with Dominion Teams and our Contractors across the globe.
  • Work with Owner's Engineer (OE) to maintain an NCR Tracking Log across all packages an Off-Shore Installation.
  • The Quality Assurance Administrator will be required to work closely with the Dominion Project/Program Manager to support the Dominion QA Team members.

Top Required Skills:
  • Direct hands-on PM experience working with QA/QC and Civil Construction
  • Must have experience in onshore transmission networks and substation construction, and/or heavy industrial design and construction environments
  • Knowledge of cast-in-place and precast concrete operations.
  • Knowledge of underground infrastructure activities, (for example, duct bank installations, underground piping systems, HDD/HDPE Piping systems, etc.).
  • Proficient with interpreting Quality Manuals/Programs, ITPs, technical drawings, specifications, codes, NCRs, schedules (P6, Microsoft Project, Excel, etc.) and management reports.

Required Years of Experience:
  • Minimum of 7-years of hands-on experience working as a project manager in QA/QC Management
  • Minimum of 5-years of experience in Civil Construction.
  • High Preference for candidates already working in or with the offshore wind renewables utility sector

Nice to Have Skills:
  • Proficiency with Oracle and ACONEX Management Systems. (preferred but not required)
  • Project Management Professional (PMP) Certification preferred, but not required.
  • ISO 9001 Certified preferred, but not required.
