- Safety Culture
- Promote IF+ safety culture program within scope on the fabrication yard.
- Participate in HSE communications and workshops as part of safety culture program implementation.
- Prepare and deliver trainings & project specific inductions on the yard.
- Preparation
- Ensure timely review of HSE aspect of construction documentations.
- Review and be familiar with company HSE procedures, standards, and HSE management Plan.
- Provides HSE advice to the Company Site Representative.
- Lead incident lesson learnt session with fabrication Contractor and follow-up on the action tracker for applicable recommendations.
- Lead the project HSE readiness/pre-execution audit of the Contractor and verification of close-out actions.
- Participate in the Contractor’s IOGP 577 self-assessment & coordinate timely report submission.
- Participate in weekly readiness meeting and expedite Contractor HSE readiness for actual execution.
- Participate and review Contractor fabrication HIRA and facilitate presentation to Company PMT prior to submission for approval.
- Regular monitoring and reporting Contractor training status inclusive of other deliverables during preparation.
- Execution
- Supervise the fabrication and loadout activities on yard: continuously ensure all fabrication yard scope of work is executed in compliance with COMPANY values and policies, approved project procedures and best industry practices.
- Perform on a regular basis, specific HSE inspections in compliance with HSE management system, while using Specific inspection forms.
- Be responsible for the effective implementation and supervision of the approved project HSE incentive scheme on the fabrication yard.
- Particular attention and strict implementation of the approved procedure with regards to hot-works, blasting/painting, hydrotesting, lifting/Hoisting/loadout, radiography, and scaffolding management.
- Continuous monitoring and verifying implementation of defined fabrication yard Permit-To-Work (PTW) process as applicable on project scope.
- Monitoring and reporting of HSE KPI on the assigned project scope. And prompt submission of weekly report.
- Actively participate in JSA/Task specific risk assessment during the fabrication phase. While also ensuring compliance with all the mitigating measures stated on the approved JSA.
- Encourage and promote HSE practices improvement during fabrication phases.
- Ensure robust control of co-activity is implemented within scope on the yard/workshop.
- Advise the Contractor on identified risks due to operational changes and implementation of management of changes procedures with associated risks analysis.
- Reviewing and Approving Contractor monthly HSE activity plan. And continuous monitoring of the implementation of the approved activity plan.
- Maintaining a good working relationship with Contractors, be practicably enough but also strict when necessary to achieve the HSE objectives of the Project.
- Follow-up and monitor compliance with environmental parameters, waste and chemicals management are correctly implemented and maintained at a satisfactory level during the whole execution phase.
- Participate and observe Emergency drills organized by Contractor.
- Timely notifications of incidents & reporting of on Synergi, participate in the investigation of incidents to determine the underlying causes and verify Synergi Actions status for his location and update accordingly.
- Gathers ‘lessons learnt’ and provide feedback to COMPANY Project entities.
- Report all HSE related activities (KPI, incidents registration etc.) to hierarchy.
- To carry out any other duty or task that may be assigned by hierarchical superiors.
Daily- Conduct site patrol to support Contractor assigned HSE Supervisor/officer.
- Collect/address observations raised by CPY Personnel and ensure it is captured on the observation register.
- Provide CPY HSE daily input for CSR DPR.
- Participate in daily Toolbox meetings.
Weekly - Lead Site HSE Weekly Meeting with CTR and ensure MOM is submitted immediately after the meeting.
- Weekly HSE Mass Meeting: Review presentation slide before, approve personnel proposed for rewarding, attend and present CPY HSE Points
- Review Key HSE CTR Registers (i.e. ATR / Observation Card / etc.) in a dedicated meeting.
- Verify adequacy of HSE Communication posted on site.
- Lead Weekly HSE Tour with CTR, ensure required CPY personnel attendance and follow-up report issuance.
- Update CPY PPE & HSE Equipment Inventory & raising request for replenishing as at when required.
- Monitor HSE Calendar implementation prior to weekly HSE Meeting (both from CPY & CTR Personnel)
Monthly - Monthly HSE Committee Meeting: review slides before the meeting, lead it with CTR and follow-up MOM issuance.
- Initiate monthly management site visit and issue inspection report.
- Request CTR to provide monthly HSE KPI for his location.
- Monthly inspection and verification of CTR PPE inventory and stock.
- Update register for HSE Awards distributed by CPY.
Essential skills and knowledge
- Diploma/Degree or equivalent in engineering, Safety, Environmental or similar disciplines.
- HSE Trainings: NEBOSH or equivalent
- Large experience on similar activities at equivalent position (with 15years of verifiable experience)
- Familiar with fabrication yard scope, offshore installation/construction, and commissioning activities
- Fluent in English
- Practical knowledge on HSE aspect of fabrication & complex/heavy lift.
- OPITO H2S, T-BOSIET & AGT
- OPITO OERTM & OERTL.
- Conversant with Microsoft Office suite (Word, Excel, PowerPoint, Access databases).
- Teamwork and collaborative mindset.
