We are currently recruiting for a Turnaround Cost Control Engineer to be based in Soyo to work in a 12-month contract with the possibility of extension.
Turnaround Cost Control Engineer is responsible for estimating and tracking all expenditure for the Company's Turnaround. Pre-Turnaround expenditure which is accrued or actual shall be tracked weekly, during the Turnaround expenditure shall be tracked and reported daily with forecast of expenditure to complete provided.

Role and Responsibilities:
  • Prepare Class 1 estimate (+/-10%) for the company's Turnaround based upon the frozen work list to arrive at the final estimate with a 50% confidence level.
  • Establish estimate on the company Turnaround Work Breakdown Structure (WBS).
  • Establish and manage a cost control and tracking system to ensure pre-Turnaround Costs whether accrued or actual are accounted for on a weekly basis.
  • Establish and manage a cost control and tracking system for actual Turnaround execution window, providing daily expenditure tracking, productivity factors associated with cost and total expenditure forecast to complete the Turnaround.
  • Establish and manage the Contractor and Subcontractor cost report procedure to collate daily man hours expended, equipment, consumable, non-productive time (inclement weather, permit delays, etc.) material costs, etc.
  • Ensure all Materials ordered for the Turnaround have their costs accounted for via SAP.
  • Manage Contractor and Sub Contactor monthly invoices and with ALNG Finance and Services department approve these invoices as being true and fair.
  • Manage and defined costs for indirect and direct resources engaged on the ALNG Turnaround.
  • Ensure the associated third parties such as ALNG Production Turnaround Costs are clearly accounted for, tracked and included into the ALNG Turnaround Costs
  • Establish cash flow forecast based upon the procurement, contracting plan and work schedule.
  • Provide cash flow forecast for ALNG Turnaround Management Team on a monthly basis.
  • Work with Turnaround Planner in the development of ALNG Estimating NORMS (a benchmark number of hours to complete a unit of work)
Educational qualifications or equivalent experience:
  • B.Sc. in either engineering / finance / business discipline from an internationally recognized educational institution preferred but not required or a demonstrated track record of experience with estimating and cost control in the oil and gas industry.
Experience:
  • Minimum 5 years of experience in Oil and Gas Industry Turnaround Estimating and Cost Control .
  • Track record of being able to accurately estimate and manage cost and cash flow .
  • Strong computer competency with knowledge of MS Office applications.
  • Experience in mentoring/training junior staff on a development program.
Minimum competence level:
  • Excellent verbal and written communication skills.
  • Exceptional ability to develop and deliver presentations.
  • Strong facilitation skills.
  • Ability to engage senior Management Team members.
  • Should be a team player, who understands nuances of a virtual, multi-cultural team environment.
