The Process Safety Team Lead coordinates and executes activities and procedures to assure Process Safety, Risk Management Plan, and Company HSE Management System Standard compliance to reduce operational risk, increase reliability, and enhance worker and community safety at the Phillips 66 Ponca City Refinery. The Process Safety Team Lead reports to the Ponca City Refinery HSE Manager.

Responsibilities May Include:
  • Establishing, documenting, and maintaining a site PSM/RMP accountability and responsibility organization chart
  • Establishing, documenting, and maintaining PSM/RMP/DOT jurisdictional boundaries or international equivalent
  • Establishing and maintaining a site PSM/RMP/HSEMS manual and supporting procedures to ensure compliance with all elements
  • Coordinating and assisting in the development and subsequent updating of the site's EPA Risk Management Plan or international equivalent (i.e., COMAH Safety Case).
  • Ensuring ongoing reporting and updates meet regulatory compliance
  • Supporting the various refinery departments (e.g., Technical, Projects, Operations, Maintenance) in the development and implementation of process safety information and other engineering/equipment information
  • Coordinating, assisting with, and ensuring quality control of the site's hazard and risk analysis studies (i.e., PHA, Hazop, LOPA, QRA, etc.)
  • Preparing and issuing hazard and risk analysis (e.g., PHA) reports for management approval and implementation
  • Ensure local facility siting studies are implemented and maintained.
  • Work with other departments to ensure facility siting risks have been reviewed and are being managed
  • Managing staff responsible for the MOC and PHA programs, ensuring documentation is maintained accurately in company electronic data management systems
  • Facilitating/participating in project management of changes (MOCs) and pre-start up safety reviews (PSSRs)
  • Management of the sites corrective action program from risk assessments, HSE audits/assessments, and investigations including tracking and reporting to site leadership.
  • Providing oversight of the refinery Incident Investigation process, maintaining subject matter expertise in the Cause Map methodology
  • Develop and lead site Process Safety committee to drive continuous improvement in process safety, risk management processes and operational excellence
  • Working cooperatively with other functions (environmental, occupational safety/IH, technical/engineering, operations, instrumentation, and maintenance/inspection) in the administration of HSE initiatives and PSM/RMP compliance activities
  • Coordinating and/or participating in facility PSM/RMP self-audits, safe work practice audits, Corporate HSE/PSM Compliance audits and other HSE assessments Liaising with OSHA/EPA compliance officers as needed on matters associated with compliance and enforcement actions
  • Evaluating all incidents for Process Safety Event reporting requirements (i.e., Tier 1 or 2) and completing SpheraCloud data entries in a timely manner, and supporting the reporting of process safety leading indicators
  • Leading and participating in incident investigation teams as required
  • Coordinate compliance reporting associated with Company Required Standards
  • Participate in Industrial Trade committees (AFPM) related to Process Safety

Required Qualifications:
  • Legally authorized to work in the job posting country
  • Bachelor's degree in an engineering or science discipline
  • 5 or more years of refining or petrochemical experience
  • Must be willing and able to comply with the following:
    • Travel up to 5% of the time
    • Occasional on-call duties
    • Work extended hours, which may include evenings, weekends, and holidays
    • Transport articles up to 50 pounds
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

Preferred Qualifications:
  • Chemical engineering degree(s)
  • Knowledge of Federal OSHA-PSM/EPA-RMP and state/local or international equivalent regulations
  • Understanding of risk assessment methods and their applicability to Phillips 66 business unit operations (i.e., PHA/Hazop, Layers of Protection Analysis, Quantitative Risk Assessment, etc.)
  • Application of specialized risk assessment and compliance systems and tools (i.e., PHAST consequence modeling, PHA/MOC software and systems, Incident tracking systems, EPA-RMP eSubmit, etc.)
  • Knowledge of, and support for, HSE Management Systems (plan, do, check, act).
  • Strong commitment to safe work practices and the safety culture of Phillips 66
  • Excellent interpersonal communications skills and be willing and able to work productively in a diverse team-based environment.
  • Must be able to accurately and clearly communicate both technical and practical information and influence outcomes without direct authority.
  • 10 or more years of field experience in petrochemical facilities

The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
